Community Based Monitoring Specialist

Organizational Context
  1. The Pro-Poor Planning and Budgeting (P3BM) instrument is a set of practical tools used to help local government to improve their planning and budgeting documents. The tools had been developed and managed by Bappenas since July 2006 with the support of Asian Development Bank (ADB) then the United Nations Development Program (UNDP) and since 2010 was funded through PNPM Support Facility (PSF). 
  2. The P3BM approach consisted of a series of training activities for sub-national government across Indonesia with the aim to trigger a systematic national movement that will accelerate the achievement of MDGs as well as the eradication of poverty. However, a more strategic approach is needed in order to assist all districts in Indonesia  within a certain time frame. Thus Bappenas with support from PSF have been working together to prepare P3BM scale-up project to expand the number of master trainers at national and provincial levels in which in turn will assist and facilitate districts through a cascading method.  
  3. A couple of  evaluation and monitoring studies have been conducted to assess the effectivess and utilisation of P3BM approach and from the results it can be concluded that local government planning and budgeting (through observation from musrenbang kecamatan up to musrenbang kabupaten) have slowly shifted towards pro-poor. Following the programme intervention, SKPD’s direct spending which initially was within 30-40% had increased to 40-70%.  Development fund for MDGs which was initially 15-30% had increased by 16-17%.  Programmes and activities formulated also focused on the highest priority of the community.
  4. Continuous improvement still needed to package the P3BM programs into a tool that more effective and appropriate for local context. In order to do this a monitoring tool for local government has been developed and recently being tested in a number of districts. The monitoring tool has the overall objective to help Bappeda to track Technical Agencies’ planned activities and budget and analyse its realisation. It is hoped this tool can improve local government’s monitoring process which leads to quality enhancement in SKPD’s planning documents and realisation processes.
  5.  However, up until recently the P3BM only focusing on the improvement of planning and budgeting process at the technocratic and sub-district level, not much have been done at the community level. As core target, community must have a big role in the local development process thus whithin the scope of P3BM there will be an initiative to increase communities’ capacity in local development monitoring process which is commonly called Community Based Monitoring (CBM). It is hoped this process could contribute to the effectiveness of P3BM tools in achieving its primary objective which is to fight poverty through improvement of  local development planning and budgeting processes. 
  6. Thus in order to enhance the development of P3BM Community Based Monitoring tools and modules as well as to transfer the knowledge to the selected Civil Society Organizaition or local NGOs, Kemitraan under the coordination of Bappenas and PSF is seeking to hire P3BM Community Based Monitoring Specialist which will be based in Jakarta Office.
Summary of key functions
  • Testing the draft CBM Module recently developed by PBM consultant and P3BM National Secretariat 
  • Revise P3BM PBM Module and manual when necessary taking account the result of PBM Module Tryout
  • Develop effective PBM training methodology and intruments taking account the result of module tryout in selected districts
  • Conduct PBM training for selected NGO and CSO in coordination with Bappenas and P3BM National Secretariat
  • Liaise with P3BM Monitoring Specialist to develop PBM Monitoring tools/ instruments 
  • Monitor PBM post training and submit regular report on PBM implementation at each selected district
Recruitment Qualifications
  • Postgraduate degree in Public Policy, Social Development Study or Public Administration
  • Have extensive knowledge in Governance and Community Based Monitoring Understand local planning and budgeting process
  • Proven knowledge in monitoring and evaluation system as well as community empowerment
  • At least has 3 years experience in analysing local development documents such as RPJMD, Renstra SKPD, Renja SKPD, RKPD and RKA
  • Familiar with the relation between participatory, technocratic and legislative planing processes and understand each stage of musrenbang and different types of report and local monitoring process
  • Knowedge of PNPM implementation cycles and report is an advantage
