USAID C4J Vacancy: Human Resources Specialist, Jakarta

Chemonics International Inc., a leading international consulting firm, seeks to fill the following long-term, full-time positions for a project funded by the U.S. Agency for International Development (USAID), Indonesia Changes for Justice (C4J). The primary objective of the C4J project is to improve the performance of Indonesia’s justice system, a prerequisite for good governance and sustained economic growth, through cooperation with the Supreme Court and Attorney General’s Office (AGO) of the Republic of Indonesia.

Job Responsibilities

The Human Resources Specialist is responsible for implementing activities, in cooperation with other C4J staff, to support Enhancements in the Management, Transparency and Accountability of the Supreme Court and AGO, and Professionalizing Court and Prosecutorial Staff in compliance with USAID regulations and the contract signed by USAID and Chemonics.

Under the direction of the Chief of Party (COP), the Human Resources Specialist will contribute to the annual work plan contract specifications and will be ready to undertake other project duties relating to human resources reforms as required.

The Human Resources Specialist will collect and provide data to the Deputy Chief of Party (DCOP) and the Monitoring and Evaluation Specialist for relevant indicators related to Supreme Court Human Resource Reform. 

Specific requirements

The Human Resources Specialist will lead all of the C4J Project’s human resources reform activities in the Supreme Court and AGO as required. Specific expectations include:
  • Developing effective working relationships with leaders and counterparts, C4J staff and consultants, professionals from other projects, and others participating in the design, development, testing and implementation of human resources reforms in Indonesia.
  • Meet with Supreme Court and AGO leaders to plan and achieve the assigned activities.
  • Assist the counterparts on such issues as: organizational restructuring; design and implementation of more effective and efficient human resources programs in the areas of career development, talent management, performance management, competency development, individual assessments; education and training of leaders, judges, prosecutors and support staff; preparation of job descriptions; and other human resources program needs as they arise.
  • Assist the counterparts to develop policies, programs, standard operating procedures (SOPs), and other documentation as required.
  • Assist the counterparts to design and implement a strategy and plan for new or revised human resources policies and programs in a way that transfers knowledge and helps assure that human resources staff and organization leaders acquire the ability to manage their human resources system and programs effectively and efficiently.
  • Facilitate regular discussion groups and meetings to teach about human resources reforms.
  • Mentor human resources professionals in the Supreme Court and AGO regularly, and participate and actively lead the training and development of their staff.
 The Specialist will work with the C4J Chief of Party and other project staff, to:
  • Maintain technical quality control over all assigned areas of work, including organization restructuring, human resources program development, and the socialization of these programs.
  • Ensure that the performance targets and project deliverables outlined in the C4J Project contract are completed in a timely and cost-effective manner, and that they meet acceptable quality standards.
  • Contribute to the project quarterly reports, annual work plans, and other project reports and deliverables as required.
  • Undertake assessment trips, initiate and evaluate the progress of any pilot projects, and suggest needed adjustments based on progress made.
  • Prepare regular oral and written progress reports that demonstrate the status of project activities toward expected results, as well as other reports as required.
  • Carry out other duties as assigned by the Chief of Party.
Qualifications

A university degree in human resources, administration, or management is preferred. Preference will be given to a higher level of education or comparable experience in the field. Indonesian citizenship is required. A minimum of ten years professional experience developing human resource management systems is preferred. Prior experience with the Indonesian judicial system, an understanding of the justice sector and the bureaucratic reform process, along with experience working with other government agencies or ministries and the private sector on human resources reforms, is preferred. In-depth technical knowledge of the government of Indonesia’s human resources system and regulations. Prior experience with technical assistance projects and work with donor-funded programs is preferred. Written and verbal fluency in English and Bahasa Indonesia is required. Strong interpersonal and communications skills are required. Demonstrated skills working with software packages such as Word, Excel, and PowerPoint is required.
