Vacansy for HR Consultant World Relief Indonesia, Kuta - Bali

World Relief is a USA relief and development charity working with to bring help and hope to communities in need. World Relief has been working in Indonesia more than 10 years and focusing programming effort on Disaster respond, health, agriculture, DRR, Refugee, and community development. Right now we are looking for a dedicate and capable person for HR Consultant for developing WR Indonesia HR manual and SOP. 

Scope of work:
1.       Review the current World Relief Indonesia HR Policy & Internal regulation.
World Relief will provide the consultant all current WRI HR policy and internal regulations. The consultant needs to review those things. The questions that the consultant needs to answer are:
·         Are existing policies in line with Indonesian Law?
·         Are existing policies are still relevant and necessary?
·         Do existing policies need to be supplemented with new ones?
 
2.       Compare the WR Indonesia HR Policy & Internal regulation with WR Head Office HR Policy.
World Relief will also provide the consultant all current WR Home office HR policy. The consultant needs to review each WR HO policy and to find out:
·         what policies that WR Indonesia can adopt with reference to  Indonesian law and context
·         what policies do not fit the Indonesian context and need to be redesigned

3.       Draft the World Relief Indonesia HR Manual and SOP
The consultant needs to draft the World Relief Indonesia HR manual and SOP based on assessment and document review. The Manual has to include: Recruitment & appointment, Performance Management, Staff Development, Compensation & Benefit, Disciplinary Action, HR file, Staff code of conduct, and Termination. But the Manual is not limited to those subjects.
 
4.       Submit the 1st draft of the HR Manual and SOP to the WR Indonesia Country Director.
The consultant needs to submit the 1st draft to the WR Indonesia Country Director after 20 days of assignment. The WR Indonesia Country Director will review and give feedback on the 1st draft. The consultant will revise the Manual and SOP based on the feedback. 

5.       Finalizing the HR Manual and SOP  and submit WR Indonesia Country Director
The consultant needs to submit the 2nd draft to the WR Indonesia Country Director. The WR Indonesia Country Director will review and give final feedback after getting the second opinion from a lawyer or Dinas Tenaga Kerja for make sure the draft already fit with current Indonesian law. Based on the final feedback, the consultant will finalize the HR manual and SOP and submit to WR Indonesia Country Director
 
6.       Training and orientation the World Relief Senior staff on the new World Relief HR Manual and SOP.
The consultant needs to conduct a training and orientation on the new WR HR Manual and SOP. The World Relief senior staff consist of 6 persons will attend the training and orientation. The training and orientation will be conducted in WR Indonesia office in Bali. World Relief will arrange the venue of training. And the consultant will be responsible for the whole design of the training and orientation.

1.       World Relief Indonesia HR Policy manual
2.       World Relief Indonesia HR SOP
3.       Training & Orientation the World Relief Senior staff on new World Relief HR Manual and SOP

Minimum skills, education and experience required:
  • Relevant knowledge and qualifications up to degree level 
  • Had working experience at least 5 year as senior HR professional in International NGO or an establish national NGO. 
  • Overcome knowledge and understanding Indonesian Labour regulation.
  • Good problem solving ability
  • A team player with good interpersonal skills
  • Able to handle and guard confidential information sensitively and discretely.
Preferences, but not required:
  • Ability to speak and write in English 
  • Experience working with other NGO’s
