Conservation
International, an international non-governmental organization is now looking
for a vendor to produce integrate climate change vulnerability
assessment for the crops based on downscaled climate models into this analysis
to ensure the areas identified remain viable for these crops over the long
term.
SLP
is a grant facility established with financial support from the U.S. Agency for
International Development (USAID) and the Walton Family Foundation. The SLP is working to identify, develop and
test new solutions aimed at avoiding deforestation and degradation and other
associated GHG emissions.
Through
the development of public-private partnerships, SLP aims to reduce potential
emissions due to specific land-use change investments within five years
(2011-2016), and is currently focused in two districts (Madina and TapSel)
Background
Global
Challenges – such as the changing climate, competition for agriculture lands
and declining access to clean water
– are motivating companies, government, and NGOs to work together on solutions
that benefit the economy, the environment and local communities.
Sustainable
Landscapes Partnership (SLP) brings together these stakeholders to identify,
develop and test new solutions aimed at avoiding deforestation and associated
greenhouse gas (GHG) emission through the development of low emission business
models with an initial focus in regency level sites of high conservation value
in Indonesia. The regency of Mandailing
Natal, South Tapanuli and North Tapanuli are the location of the study.
Coffee
is one of main commodity produces in the SLP’s site program namely the Regency
of Mandailing Natal and the Regency of South Tapanuli. Initial field survey conducted by team SLP
finds that most of this commodity has been producing in the buffer zone area of
protected forest of Batang Toru and the Batang Gadis National Park. This
commodity provides important livelihood for the people in both regencies.
The
productivity of this commodity is considered low and the access to market are
very limited. The farmers tend to conduct extensification instead of
intensification approach in order to increase the production. It potentially
leads to encroachment cases in the protected forest and national park. Acknowledging this circumstance SLP will
provide assistance to the farmers in order to be able to improve their livelihood
through development of coffee in more sustainable ways.
Objective
The
coffee consultant will provide SLP with additional support to identify and
deliver activities on the ground. This
coffee consultant will together with the SLP team build on the existing value
chain work that has been conducted. An
update and review of current information will also provide specific information
and mapping of the main agents along the chain including identify constrains,
market linkages as well as potential private business to be engaged. Following on from the consolidation of
information to support the proposed value chain interventions the consultant
will begin to assist in the implementation of activities and
interventions.
Deliverables
In
more specific, the assignment will produce the following:
1.
Build on the mapping out of the coffee value
chain of commodity in Mandailing Natal, South and North Tapanuli Districts;
2.
Identify constraints to competitiveness
(on-farm, off-farm) through a rapid value chain assessment that builds on
initial assessments to assess current practices (previous training, current
genetic materials) as well as current production volumes, flows, post-harvest
handling and quality issues;
3.
Identify threats to natural capital i.e.
clearance of new areas near Batang Gadis, Batang Toru and Angkola;
4.
Identify potential Low Emissions Developments
(LED’s), SLP investments and opportunities to realize program objectives;
5.
Identify transparent market access (via local
or national/international traders) and possible private sector partners;
6.
Assist SLP team members to complete a baseline
of smallholder’s producers and to include current production, income, land
tenure/ownership and attitudes to the environment/ ecosystem services;
7.
Review and prepare a range of materials that
will be used as a basis for training in good agricultural practices, improved
natural resource management, conservation as a basis for sustainable
production;
8.
Review and add too potential target villages
that would benefit from training but that are in close proximity to key areas
of natural capital;
9.
Together with the SLP team coordinate and
obtain district government and stakeholder written support for any training
materials that will be utilized by SLP;
10.
Conduct a Training-of-Trainers activity for
district extension services (PPL), district technical personnel (Estate Crops),
relevant NGOs and lead farmers together with SLP team members;
11.
Participate and support coffee training
activities within the allocated time frame for this consultancy.
Working Relationship:
To
achieve the task, in addition to the counterpart listed above, the Coffee and
SLP Activity Design Consultant will have to work with but not limited to:

Government of Mandailing Natal, Tapanuli
Selatan and Tapanuli Utara
·
Relevant stakeholders (local NGOs,
communities, producers, private sector)
Minimum Requirement:
·
Relevant post-graduate qualifications relevant
work experience at least 3 years to facilitate the process of coffee value
chain analysis, program design and implementation.
·
Excellent communication and presentation
skills
·
Strong technical command of Coffee production
·
Strong ability to manage group process and
dynamics
·
Good command of English (speaking, reading and
writing)
·
Ability to write reports, work plans and
budgets
·
Knowledge/understanding of local cultural
setting
·
Passionate with field works and able to meet project
deadlines often under difficult circumstances.
