Strategic Asia Vacancy: Climate Change Adaptation Specialist, Jakarta

The specialist will have at least 12 years working experience on climate change adaptation planning in developing countries, of which at least 5 will be as program manager with a master’s degree or higher in environmental policy, climate change, or related areas. Experience of working in the region and specifically in CT6 is highly desirable. Prior experience in project preparation in CT6 or other countries in the Asia-Pacific region will be an advantage. The specific responsibilities of the Climate Change Adaptation specialist will include the following:
  1. Undertake a CTI wide situational assessment and analysis of the ecosystems with special reference to climate change and its impact on sustainability of the coral reefs, marine ecosystems and the coastal communities. The consultant should take into account the existing body of work and literature available with the CTI and the SCTRs that have been developed by the individual countries. The assessment will highlight critical threats and vulnerabilities that will need urgent remedial action. The consultants will develop likely scenarios of the deterioration of ecosystems and its impact on communities and their livelihoods if current trajectories (business as usual trends) are not reversed.
  2. Conduct a high level vulnerability assessment of potential project sites and recommend criteria for project selection in consultation with the governments.
  3. Work closely with the infrastructure specialists to ensure that climate change risk management, through climate proofing and other measures forms part of the preliminary engineering designs of the coastal infrastructure facilities especially in respect of projects that are prioritized for implementation in the RPOA and NPOAs.
  4. Coordinate with the social development specialist in identifying and disseminating the adaptation objective with all stakeholders and propose mechanisms for beneficiary involvement in climate change adaptation and risk management, including support for building adaptive capacity in vulnerable communities.
  5. Work closely with the Marine Biodiversity specialist to identify key remedial actions to overcome critical threats to the sustainability of coastal and marine resources and coastal communities and develop projections of possible scenarios and results of these actions.
  6. Work closely with the Finance specialist to develop an order of magnitude and a quantitative resource requirements listing for implementing the recommended courses of actions or programs. Estimate costs, available resources and possible resource shortfalls.
  7. Assist the team leader in the identification of priority projects included in the RPOA and NPOAs that are viable in the short and medium term and have the potential to be developed for public and private investment.
