Finance Manager
I. Overview
Chemonics International was
founded in 1975 and is one of the largest U.S.
consulting firms providing
expertise in developing and emerging-market countries for initiatives financed by the U.S.
Agency for International Development (USAID).
II. Position

III. General
Responsibilities
The Finance Manager is responsible for managing the
financial accounting operations of the project field transactions in compliance
with USAID regulations and the contract signed by USAID and Chemonics.
The Finance
Manager will at all times adhere to and act according to the Chemonics
Professional Code of Ethics (“Living Our Values”) and will make the principles
of the Code a part of the project’s culture and standard operating procedures.
The Finance Manager will also ensure
that professional and transparent relationships are maintained with all project staff, project partners, donors, counterparts,
vendors, and others with whom he interacts, throughout the life of the project.
IV. Specific Duties
·
Work
closely with Chief of Party, Deputy Chief of Party, and Office Manager, and the
Chemonics home office PMU and finance department on financial management
issues.

Train
and manage the work of project bookkeepers.
·
Ensure
the project practices abide by US government generally accepted accounting
procedures, USAID procedures, and Indonesian law.
·
Work
with bookkeepers and other project staff to prepare proper financial
documentation, and accurately process expenditures for monthly invoicing to
USAID.
·
Liaise
with the local bank, reconcile monthly bank statements, and verify all deposits
and withdrawals.
·
Collect
and review timesheets and process payroll, tax withholding, Jamsostek and all applicable benefits on
a timely basis each month.
·
Work
with tax consultant in
managing and monitoring project accounts.
·
Work
closely with Office Manager, Procurement Manager, and Special Activities
Fund(SAF)/Grants Manager to ensure compliance with all applicable rules and
procedures, and provide guidance as needed in the processing of Value Added Tax
(VAT) exemption for the project.
·
Work
closely with the Training Coordinator/Specialist to ensure compliance and provide guidance as needed
for the proper documentation and coding of training costs.
·
Assist
outside auditors (as necessary) at year end.
·
Fulfill
other financial management functions as required.
·
All
other administrative tasks as designated by the Chief of Party.
V. Qualifications
·
Minimum holding Bachelor Decree,from
Accounting or Business
Administration, relevant field, Master’s preferred
from reputable university.
·
at least 5-7 years financial management experience with
large-scale international projects.
·
Extensive
familiarity with USG generally accepted accounting procedures.
·
Familiarity
with ABACUS accounting system used by Chemonics International
is preferrable
·
Proven
experience working with USAID-funded projects.
·
Fluency
in English and Bahasa Indonesia required.
·
Strong inter-personal and communication skills are desired.
VI. Reporting
The Finance Manager will report
directly to the Chief of
Party. She/he will prepare regular oral and written progress reports that
demonstrate the status of project financial operations, as well as other
reports as required.
While the Finance Manager reports to
the Chief of Party, he/she is expected to work closely with the Deputy Chief of
Party, who will review the monthly financial reports before they are submitted
to the Chief of Party.
As teamwork is crucial to the
success of the project, the Finance Manager will be expected to coordinate work
with other technical, managerial and administrative C4J staff, as per direction
from the Chief of Party.
