Lowongan Technical Advisor – Financial Assistance for Sub Partners (MAMPU Program), Jakarta

DFAT’s new gender program, Empowering Indonesian Women for Poverty Reduction (MAMPU), aims to improve the welfare of poor women in Indonesia. Despite significant reforms, critical public services do not always reflect the needs of poor women, or are not accessible by poor women. This situation has been exacerbated by government decentralization where local governments are increasingly expected to deliver social services for the poor despite generally weak capacity to do so.
 
Analysis and consultations identified five thematic areas where reform would make a significant difference for poor women and where there are promising opportunities to achieve significant change:
  1. improving women’s access to government social protection programs
  2. increasing women’s access to jobs and removing workplace discrimination
  3. improving conditions for women’s overseas labor migration
  4. strengthening women’s leadership for better maternal and reproductive health
  5. strengthening women’s leadership to reduce violence against women. 
 
Identifying new approaches to increase poor women's access to services is the central purpose of this program. These solutions could include reform to local or national government (and in some cases private sector), policies, regulations and services.
 
The MAMPU Program  is working together with a number of main partners  in the role of providing fund grants and technical assistant.
 
The main partners are also working with several sub- partners who manage grants from main partners.
 
In terms of financial technical assistant will be highly dependent on the initial assessment of capacity needs of main partners and sub- partners. Or if there is an urgent assistance needs to be done quickly so that management support both partners and sub- partners in implementing MAMPU program can be run well. For this purpose, MAMPU Program is currently seeking the following position:

Position                 :               Technical Advisor – Financial Assistance for Sub Partners
Location                :               Jakarta
Report to               :               Finance and Grant Manager
Duration                :               150 days

Scope of Work:

The Technical Advisor – Financial Assistance for sub-partners will work closely with MAMPU Finance Team, Migrant Care and their sub-partners, KOMNAS Perempuan and the six HOSTs, particulary with sub-partner or HOSTs finance team and senior management. She/he will involve in providing advice and practical guidance on :

6 Sub Partners of Migrant Care :
  • Asssitance for finance reporting based on Migrant Care Financial Guideline for Partners and Mogrant Care SOP
  • Assistance for finance management and basic accounting
  • Other work will be determined by the development of this work.

Six HOSTs :

·         After training and socialitation the Financial Guideline of MAMPU for Partners by MAMPU Finance Team, the Technical Advisor will be continueing the asssitance for finance reporting based on Financial Guideline of MAMPU for Partners
·         Assistance for finance management and basic accounting
·         Other work will be determined by the result of Fiduciary Assesment and the development of the work

Qualifications Required:
  • Demonstrated expertise in NGO grant financial management
  • Demonstrated expertise in financial training and facilitation skills
  • Results focused
  • Proven capacity to work collaboratively and effectively with civil society organizations
  • Strong interpersonal and negotiation skills.
  • Fluent English and Indonesian
  • Excellent verbal and written communication skills.
  • Develop strong trusting relationships in order to gain support and achieve results.
