Lowongan Finance Grants Officer - MAMPU Program, Jakarta

MAMPU RECRUITMENT

DFAT’s new gender program, Empowering Indonesian Women for Poverty Reduction (MAMPU), aims to improve the welfare of poor women in Indonesia. Despite significant reforms, critical public services do not always reflect the needs of poor women, or are not accessible by poor women. This situation has been exacerbated by government decentralization where local governments are increasingly expected to deliver social services for the poor despite generally weak capacity to do so.

Analysis and consultations identified five thematic areas where reform would make a significant difference for poor women and where there are promising opportunities to achieve significant change:
  1. improving women’s access to government social protection programs
  2. increasing women’s access to jobs and removing workplace discrimination
  3. improving conditions for women’s overseas labor migration
  4. strengthening women’s leadership for better maternal and reproductive health
  5. strengthening women’s leadership to reduce violence against women. 
Identifying new approaches to increase poor women's access to services is the central purpose of this program. These solutions could include reform to local or national government (and in some cases private sector), policies, regulations and services.

MAMPU Program is currently seeking the following position:

Position                 :               Finance Grants Officer
Location                :               Jakarta
Report to               :               Finance and Grants Manager
Duration                 :               1 year with possibility of extension

Reporting to the Finance and Grants Manager (FGM), the Financial Grants Officer is responsible to providing financial, administrative and clerical services to the MAMPU Program. This includes processing and monitoring payments and expenditures, CB technical assistant to partners MAMPU program. Providing these services in an effective and efficient manner will ensure that municipal finances are accurate and up to date, that staff are paid in a timely and appropriate manner and that vendors and suppliers are paid within established time limits in accordance with the procedures and guidelines laid out in the MAMPU Program Grants Manual.

Scope of Work:
  • Receive and review the financial statements and provide feedback on Partners’ grants examination results and coordinate with Finance and Grants Manager and File holder
  • Receive grants related financial questions of external and internal MAMPU Program
  • Coordinate response to the financial statements with the Finance MAMPU team
  • Conduct audits in the field
  • Conduct training related to the Final Report of Partners and financial management of the Sub-Partners
  • Prepare bank payment for grant payments
  • Update the financial data in the Grants Management System
  • Prepare Partners Agreement and provide any information concerning the Partners Agreement
  • Create notification for any delays in the receipt of Final Report
  • Assist NGOs with final report and update guidelines on Grants
  • Filing of Partners’ financial statements
  • Making recapitulation of Grants per partner
  • Process refund of the remaining funds from partners and close the Grants Partners Agreement
  • Assist Partners with technical support to capacity building finance and conduct joint monitoring and evaluation
  • Review the proposed budget planning for Partners’ grants
Qualifications Required:
  • University Degree Accounting or Finance
  • At least 3-5 years of experience in Financial Grants
  • Able to travel to fields
  • Able to operate some accounting softwares
  • Must have the ability to work effectively in a fast-paced, stressful environment.
  • Must be flexible, willing to perform other duties and workirregular hours.
  • Able to communicate fluently and effectively in Indonesian and English.
  • Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues.
  • Must be capable of working both individually and as part of a team.
  • Must also be able to create a supportive working relationship amongall MAMPU Partners.
