Program Background
SCALING UP FOR
MOST-AT-RISK POPULATION II (SUM II) is a USAID- funded program, which t will
provide technical assistance in
organizational performance required to scale-up effective, integrated HIV
interventions that lead to substantial and measurable behavior change among
Most-at Risk Populations (MARPs) in targeted locations in Indonesia. The project is managed by Training Resources
Group, Inc in partnership with RTI International. The organizational performance topics include
accountability, administration, advocacy, finance, governance, knowledge
management, leadership, management, monitoring and evaluation, networking,
partnership, policy development, resource mobilization, strategic planning and
transparency. SUM II will provide and
monitor small grants to qualified civil society organizations to support the
scale-up of integrated interventions in “hotspots” where there is a high
concentration of one or more MARP and high-risk behavior is prevalent. Note: this position will be an RTI
International employee.
RTI-SUM II Project is seeking for highly
qualified candidates to fill the Grants
Officer to be based in Jakarta,
Indonesia.
Essential
Job Functions: Duties and Responsibilities:
1.
Assist SUM
II Jakarta Office in grant development and ensure the application of grant policies,
protocols, and procedures
2.
Familiarize
SUM II project staff in implementing the grant’s policies, protocols, and,
procedures
3.
Oversee
sub-grantee financial monitoring, including collection of financial information
and supporting documentation from sub-grantees; voucher verification; and cost
allocation
4.
Train
regional/provincial staff in all activities regarding managing sub-grantee
awards.
5.
Assemble all
financial documentation that will enable program staff to execute sub-grant
agreements
6.
Ensure the
AP Aging not over than 60 days and timely transfer of funds to sub-grantees
7.
Assist the Finance
and Administrative Officer with sub-grantee pre-award surveys
8.
Coordinate
with the Senior Technical Officers to ensure budget items are in sync with
sub-grantee activities
9.
Assist
sub-grantees in preparing financial reports in compliance with USAID policy and
standard
10.
Provide
written and verbal feedback to sub-grantees on their financial reports
11.
Conduct
financial close-out procedures upon grant termination
12.
Ensure
sub-grantee expenditures concur with budget line items
13.
Assist Finance
and Grant Manager in preparing
burn-rate reports, analysis of budget vs. work plan expenditures; and spending
projections.
14. Establishing monitoring tools and
filling softcopy and hardcopy grant documents
15. Conduct any other related
activities as determined by the Finance and Administrative Officer or Chief of
Party.
Minimum
Required Qualifications
- · Recognized bachelor degree in accounting or financial management;
- · High level of familiarity with USAID financial and contracting procedures;
- · At least six years of relevant experience with an international NGO;
- · Previous experience in grant management;
- · Excellent spreadsheet skills;
- · Familiarity with web-based accounting packages and Quickbook is advantages
- · Ability to communicate effectively in English
