About the position
In close coordination with Southeast Asia (SEA) Management Services Leader, the Human Resources (HR) Manager is responsible for managing the Human Resources (HR) functions in Southeast Asia region. The incumbent provides supervision of the human resources staff in accordance with the HR strategy and work plan, aligned with organization strategy as well as the goals and strategic needs of the region and country offices.  In addition, the incumbent provides guidance in human resources that promotes a gender balanced and multi disciplinary team of professionals; assist the organization in development and implementation of the best practices in Human Resources Management that are consistent with ICRAF’s mission and values.
 
As head of HR unit in the region, a large, complex regional programmes with 4 established country offices, an annual budget of approximately US$ 10 million and a work force of over 120 staff members, the incumbent is responsible for all HR management and support activities as follows:
1.   Manage human resources unit in Southeast Asia regional office, comprises of 4 countries: Indonesia, Vietnam, Philippines and Thailand, both national and international staff, including supervising and mentoring HR staff.
 
2.     Take lead in staffing matters within in SEA region by coordinating with country coordinators and supervisors on their staffing issues and give recommendation to rationalize utilization of human assets.  Provide ongoing guidance, interpretation, technical support and analysis to the management and HR planning process; recruitment; remuneration policies and practices; employee relations; employee grievance and disciplinary action; monitor and implement employee performance evaluation such as providing guidance/counseling; rewards system in the region as it relates to budget planning, organization design, and change management.
 
3.   Responsible for implementing update human resources information system and timely personnel administration; management of contract; evaluate and interpret ICRAF global policies and procedures; monitor compliance of all HR systems and procedures.
 
4.     Identify learning and development opportunities and working closely with other units to analyse and identify learning requirements; develop a learning and development strategy to address staff training requirements; develop career advancement program, especially for junior staff.
 
5.     Maintain a close working relationship with ICRAF Staff Association (ISA) representative in the region to address staff welfare issues and develop strategic welfare program; collaborate with HR colleagues in other region, other CGIAR centres, cooperate with partners, including Government and NGOs to identify and explore the “best practices” in HR area; participate in the inter-agency coordination, conferences and other forums to improve HR planning, implementation, staff learning and development, recruitment, etc.
 
6.   Assists in monitoring and assessing the emergency preparedness plan including its validity for the current crisis, i.e., the security situation and immediate actions needed, the ability of the office to function, etc.  Advises on adapting the emergency preparedness and response plan as necessary.

Requirements
-  Minimum Master Degree in Human Resources/Business Administration/ Operations Management/Legal Studies. 
 
-  Having law background and certified human resources management training are preferable.
 
-  At least ten (10) years (for Master degree) of relevant working experience in human resources management. 
 
-  Extensive supervisory experience, with a minimum six (6) years’ experience in supervising Human Resource Operation functions in a government/ multinational corporation/ international organization.
 
-  Experience in identifying training and professional/technical development needs of staff and ability to conduct both formal and on the job training, and foster the career development goals of staff.
