Vacancy: Project Officer for Political Party and Electoral Reform, Jakarta

Starting in 2010, Kemitraan was awarded with a program, funded by the Royal Netherlands Embassy and DANIDA, entitled Leveraging Education and Accountability Program in Indonesia (Lead Indonesia Program). The LEAD Indonesia Program is developed to meet the following objectives/component: (1) Establishing substantive democracy through political reform and education. (2) Promoting and facilitating the institutionalization of integrity system and fulfillment of right to basic services, and (3) Consolidating and deepening the design and implementation of policies on decentralized governance.

Under this LEAD Indonesia Program, the Democratic and State Governance Unit (DSG) will be responsible in the implementation and management of the component 1. One of the project under this component 1 is political party and electoral reform, namely SPEAR Project (Support Program for Electoral Advancement and Reform).

To ensure the successful management of the program, and to maintain the programmatic portfolio of the DSG Unit, Kemitraan intends to recruit a Project Officer (PO) for SPEAR project. The Project Officer will fully be engaged and responsible in the implementation and management of this project. The project officer will be assisted by Program Officer of DSG Unit in performing its duties.

Under the guidance and supervision of Program Manager, the Project Officer will assisting in monitoring the projects team, ensures effective implementation of project activities staff as per the agreed plan and budget. The Project Officer will work in close collaboration with the other projects in the DSG Unit and the Operations team.

Key Results Expected:

Program Management
  • Carry out tasks relating specifically to project coordination, including supporting effective working relationships between Kemitraan, PMU and implementing partners. This will also include supporting the PMU in organizing and scheduling meetings, as required. 
  • Carry out Project Management Unit’s functions in relation to the selected implementing partners to support the realization of project activities, including providing support to the management of financial resources allocated, maintaining accounting systems that contains records and controls sufficient to ensure the accuracy and reliability of project financial information and reporting.
  • Prepare, plan, provide substantive input, and implement SPEAR Project.
  • Support in program management issues, including support and facilitation to management unit for assigned activities as well as providing guidance on unit management.
Project Monitoring and Quality Assurance:
  • Provide support on accounting systems that contains records and controls sufficient to ensure the accuracy and reliability of project financial information and reporting, which will ultimately be reported to donors. 
  • Ensure the systematic filing system including in line with audit requirement, including the completion of the program in accordance with standard procedures. 
  • Responsible for reporting of project progress (including financial status).
Conduct monitoring of program activities, including through field visits, to assess overall program implementation with respect to project objectives, outputs, indicators and, when necessary, suggest corrective measures to be undertaken and reported to the Program Manager.

Project Networking and Partnership:
  • Liaising effectively with and win the confidence of a wide range of actors, particularly with the political parties, parliaments, ministries, civil society organizations, women’s groups, media, and citizen’s groups. 
  • Participate in locating Kemitraan at the heart of a network of individuals and organizations supporting Democratic Governance Area, both governmental and non-governmental (including corporate sector)

Recruitment qualification:
  • Minimum bachelor level qualification (S1) in political science, development studies, law, public administration, or other relevant fields. A Master’s degree will be an advantage.
  • 5 years working experiences for nonprofit organizations and/or in the field of development assistance, with a minimum 3 (three) years experiences the project implementation and management. 
  • Experience in working or collaborating closely with the political parties, ministries, civil society organizations, women’s groups, media, and citizen’s groups.
  • Experience in working and collaborating with political parties, parliaments, election management bodies, civil society organizations and public international organizations would be a significant asset;
  • Experience in conducting effective coordination and communication with Donor Agencies or other similar agencies;
  • Well developed analytical and presentation skills;
  • Good skill on the use of IS/IT;
  • Team player, able to work respectfully and cooperatively with colleagues of different nationalities and cultural backgrounds.
