EAST JAVA DISTRICT DISASTER MANAGEMENT CONSULTANT
AIFDR CAPACITY DEVELOPMENT SUPPORT PROGRAM
OVERVIEW
The
Australia-Indonesia Facility for Disaster Reduction (AIFDR), was launched in
2009 and multi-year bilateral partnership focusing on supporting the disaster
management and disaster risk reduction program in Indonesia.
Australia-Indonesia
Facility for Disaster Reduction (AIFDR) and Australia-Indonesia Partnership for
Decentralisation (AIPD) have initiated a joint initiative program to support
the sub-national governments. This pilot program develops to support provincial
and district disaster management agencies (BPBDs) capacity. AIPD will improve
government’s local planning and budgeting mechanisms and AIFDR will support
government’s capacity in basic disaster risk management technical skills. The
activities will be implemented in East Java Province and the four AIPD target
districts i.e. Sampang, Situbondo, Trenggalek and Malang. AIPD has been
allocating fund to support government’s strategic planning (Renstra) as well as planning and
budgeting activities. AIFDR/BNPB will provide funding for series of DM/DRM
training for the targeted BPBD and related government department at province
and district level.
The General
Duties and Reporting Line
The District Disaster Management Consultant will primarily be responsible for
managing district engagement as part of the ‘Institutional and Technical Capacity Building for Local Disaster
Management Agencies in East Java’ program, which will be implemented in four districts
of East Java Province (Trenggalek, Situbondo, Malang and Sampang). The District DM Consultant will work in partnership with the
Provincial DM Consultant, currently based as in-line technical support to the
East Java Provincial BPBD. The position
reports directly to the AIFDR program manager. Overall management of the
position, including initial recruitment and mobilisation, pre-deployment
training and briefing and ongoing support while in post will be the
responsibility of AIFDR and its implementing partner.
The District DM Consultant will conduct a needs assessment of target
districts, and design and implement a capacity development strategy involving
multi-stakeholders. In order to avoid human resource substitution during the
service, a mentoring approach will be adopted.
Regular meetings
will be held with AIFDR, AIPD and the implementing partner.
More
specifically, the District DM Consultant will:
Report to the
AIFDR program manager;
Liaise with the
head of the East Java Provincial BPBD, including regular updates on program
outcomes and challenges;
Work in a
collegiate, team environment with the existing East Java Provincial DM
Consultant;
Be subject to
performance management undertaken by a performance monitoring team comprised of
BNPB,
AIFDR and (where appropriate) AIPD members. Formal meetings will be
arranged on a regular basis;
Develop workplans
within 30 days of commencement for submission to the AIFDR program manager;
Develop a DRM capacity
development need assessment of the target districts;
More broadly,
support the implementation of the AIFDR/AIPD program in East Java.
Objective of the Position:
To support AIFDR/AIPD program with local government on disaster management
planning, budgeting and capacity development in East Java Province
and four target districts.
Referenced Province: East Java with specific target districts Trenggalek, Malang, Situbondo and
Sampang
The Role and Responsibility
The District Disaster Management Consultant’s main tasks
include:
Assist
targeted East Java BPBDs in arranging and implementing their Disaster
Management Strategic Planning and Mid-term Development Plan (RPJMD);
Advise Public Financial Management specialists and planning specialists
from AIPD on key DRM issues relating to East Java and more broadly;
Take a lead on
the coordination of a DRM training program at the district level, including facilitating
the drafting and/or revision of Provincial and District Risk Assessments,
Disaster Management Plans, contingency planning etc.;
Produce an
assessment of training and capacity development needs within target district governments;
Facilitate disaster management training and disk risk reduction initiatives
at the district level as required. This will include Train the Trainer
activities for local DRM facilitators, monitoring and evaluation of training
activities, facilitating risk assessments with the use of spatial tools (OSM,
QGIS & InaSAFE), identifying strategies for broader DRM technical training
replication;
Based on the
assessment, develop and implement a mentoring and capacity development program
which will include Key Performance Indicators, milestones, training etc.;
Analyse the
context (opportunities and risks) and help develop
strategic plans such as disaster management plans, contingency
plans etc., in consultation with BPBD staff;
Link district BPBD outcomes to the provincial level;
Engage in
socialization workshops across multiple local government units including
Bappeda, Social Department, Health, Education etc.
Create
personal Key Performance Indicators and milestones in coordination with BPBD,
AIFDR and AIPD;
Assist when needed
the DM in donor meetings at provincial and district level and communicate relevant information to the DM
in terms of security, ongoing programmes, sectoral needs in the area of
intervention;
Lead the
production of progress reports to the local authorities as requested in the
proper format and ensure the timeliness and accuracy of information provided,
as well ensuring confidentiality of sensitive information;
Direct
coordination with other agencies present in the area as required;
More
generally, the District DM Consultant is expected
to contribute to the positive image and overall credibility of the
organisation;
In
collaboration with the Disaster Risk Management Specialist,
act as focal point for the consolidation and analysis of assessments and planning ensuring that these are in line with national government
guidelines; and
Monitor and map disaster management activities in the target districts
including government and non-government programs, increases in budget and
interventions;
Other tasks as
required.
Term of Consultancy
The District DM Consultant position will have an initial appointment of 12
Months with a 3 month probation period, starting as soon as possible. A possible extension will be provided based
on forward programming, performance review and the future requirements of BNPB/BPBD
and AIFDR.
Location
The position will
be based in BPBD East Java Province located in Surabaya with regular visits and
consultancies to the four targeted districts. Other travel will be required
within province and national level.
The Selection Criteria
Essential
Criteria:
- Must demonstrate extensive knowledge and experience in Disaster Management in Indonesia with at least 5 years practical experience.
- Must demonstrate extensive knowledge and experience in working closely or in partnership with Indonesian Government, especially in planning and budget with at least 2 years practical experience.
- An understanding of national and sub-national policies / regulations / & procedures including Ministry of Home Affairs regulations for the formation of BPBD.
- An understanding of Government of Indonesia system and regulations particularly in BNPB and BPBD and demonstrated experience working with Indonesian government, particularly at the sub-national level.
- Strong communication skills.
- Demonstrated experience in mentoring or capacity building/training role in the past.
Desirable
Criteria:
1. Wide,
existing networks in disaster management, particularly at the sub-national
level and including government and non-government stakeholders.
2. Proficiency
in English.
