CONSULTANT FOR PREPARATION INSTRUMENT OF ELECTION MONITORING TRAINING AND WORKSHOP

Position : Consultant for Preparation of Election Monitoring Training and Workshop
 
Duration : 10 February – 01 March 2014

1. Project background
The Kajian Informasi, Pendidikan and Penerbitan Sumatera (KIPPAS) is establish on 6 May 1999. Kippas has body founder and implementing bodies structural. Kippas has program to research division, educational division and publication Division. In the research division has mainprogram to research mediamass publication with people and politic power, economy and culture. Also to monitor pressure received by journalist, mediamas company, wheter manifest or not. And Tor reseacrh social change to human right support. 

In Education Division has main program to increasing journalist capacity dan mediamass management to protecting and developing pers independent. Also to make people education activity to acts in protecting and developing pers independent and to fullfill human righs.
In the publication division has aim is to publicate result of pers independent campaign support and human rights respect. To Publicate communication media to promote pluralism value in the democracy deveopment to human rights resppect.
The project is supporting by EU (European Union)

2. Objectives of the once time consultancy
KIPPAS is seeking applications for 6th Consultants for the Observation/Monitoring Election Training and Workshop for 100 CSOs in North Sumatera Province.

3. The Workshop will have the following key aims:
- To Build synergy 2 Civil society componen (CSO and Massmedia) in election monitoring mechanism.
The consultant must have significant experience in development similar tools and materials of this nature in Indonesia. The topic to train is:
1. Monitoring the pre-election preparations and campaign period.
2. Monitoring the vote
3. Monitoring Count
4. Monitoring result and follow up
5. Linked to Mass Media

Basic requirements for ToT methodology are:
• Use of interactive teaching methods (i.e. use of media, projector, etc);
• Inclusive and cooperative approach;
• Include practical exercises and presentations to be used during the training;

4. KIPPAS expects the following outputs by the consultant upon completion of the consultancy:
• Design and development of one module and materials for organization management for Civil society organization.

5. Consultancy timeframe

e. Training reporting 4th weeks of February 2014

6. Professional Qualifications and Skills
• Minimum of Bachelor Degree in Social Study, Communications, or other related field
• Experience on developing module especially for Observation/Monitoring Election
• Good understanding of the Indonesia general culture.
• Extensive experience in developing training modules and materials, specifically trainings which have targeted Civil Society Organization and mass media.
• Good communication skills and written/spoken fluency in Bahasa Indonesia essential.
• Good interpersonal skills, including patience, diplomacy, willingness to listen as well as respect for beneficiaries required;

7. Coordination and collaboration
Throughout the implementation of these activities, the consultant should have smooth collaboration with all stakeholders of the project, such as local authorities, community members and KIPPAS staffs. He/she will provide on a weekly to the KIPPAS Project Manager an update of the ongoing activities to the KIPPAS Project Manager, and will plan according to KIPPAS procedures with other key KIPPAS staffs including programmes, finance and logistics.

8. Quotation Submission
Interested parties shall submit the quotations in following structure;
• CV;
• Cover letter;
• References (minimum 3 relevant experiences);
• List of similar modules/training materials provided by the individual plus a sample of a training module;
• Financial proposition (bid): this should include all transportation to KIPPAS’s Medan office for meetings and any other related costs for the duration of the consultancy. The consultant has to include in the financial proposition the taxes that will be paid by KIPPAS (2% of the total amount if the consultant has tax registration number, 4% otherwise). The financial proposition will therefore be a gross amount. All submissions without a bid will not be eligible.
