PROJECT BACKGROUND AND OBJECTIVES
One of poverty reduction programs in Indonesia (PNPM Urban) includes productive microloan for poor households through community-managed revolving loan funds (RLF). Currently, there were 10,383 urban-wards with Financial Management Unit (UPK) operating RLF, providing service to 593,345 borrower groups (KSM) with an estimated outreach of at least 3 million individual borrowers. The RLF activity faces several challenges including weak capacity of UPK in management of funds and lack of regular communication with remote destination clients leading to poor performance of the RLF portfolio, lack of accountability and transparency leading to some cases of misuse of funds.

The project will use the combination of FrontlineSMS and mobile money services. FrontlineSMS enables user to manage and receive information regarding mobile payments, support SMS auto replies and client queries on loan/account balances, facilitate reminders on overdue payments, and keep track of transactions. While mobile money services (SMS banking) will make it possible for borrower groups to repay installment using mobile phone without requiring a bank account and internet connection.

The arrangement will allow UPK to cut operational costs, increase geographic reach, and automatically maintain detailed accounting records. It will also provide easy access to borrower groups in repaying their loans and familiarize them to banking concept.


SCOPE OF WORK
To assist the project team in customizing Frontline SMS software – an open source application written in Java and developing web-based application for Community RLF bookkeeping in PNPM Urban project. Initially the consultant will be assigned to design the business process for RLF activity at UPK level. At the later stage, he/she will work together with Capacity Building consultant in developing the training modules for the developed application.

The consultant will work under the direct day-to-day supervision of a Task Team Leader and task team of the Bank and contribute to the following tasks related to the project implementation:

1.         Project Discussion Meetings: Provides input during project meeting discussions with team members, participates in discussion with clients. Documents discussion and agreements.
2.         Business Process Analysis: Maps, evaluates, documents, and communicates business process and system requirements for the implementation of the project ICT mobile product.
3.         Application Modification: Modifies Frontline SMS software application to meet with the project’s needs.
4.         Application Development: Codes, test, debugs, maintains, modifies and document recordkeeping applications to meet with the project’s needs.
5.         Installation, Deployment, Testing, and Maintenance: Install, configure, deploy, and maintain software components to meet with client’s needs.
6.         Technical Writing: Work together with Capacity Building consultant to documents functions and changes to new or modified modules and tests activities/results.
7.         Project Reporting: Provides input to project status reports.
8.         Other steps that may be considered necessary to meet the work objectives.

DELIVERABLES/SPECIFIC OUTPUTS EXPECTED FROM CONSULTANT
1.         Business process documents of UPK RLF activity: within one week after signing of contract
2.         Modified Frontline SMS software or other preferable application for UPK RLF activity with interoperability with the mobile phone operator and mobile money services: within four weeks after an acceptable business process documents
3.         Recordkeeping application for UPK RLF activity with interoperability with the modified Frontline SMS: within four weeks after an acceptable business process documents
4.         Input to training modules for the developed applications
5.         Delivery of end user testing
6.         Modification and maintenance of the developed applications
7.         Input to the project final report

SPECIAL TERMS & CONDITIONS / SPECIFIC CRITERIA
The short term consultant will be required for a period of maximum 100 days, with the following skills and qualifications:

1.         Tertiary/professional education in Computer Science, Information Management or Information Systems.
2.         Working experience in development of ICT business solutions in a large organization/firm. A combination of programming experience and experience in community development projects would be ideal
3.         Knowledge and experience with Java programming language, MySQL, and PHP is required
4.         Familiarity with RLF bookkeeping system is desirable
5.         Experience in writing recordkeeping application is desirable
6.         A good understanding of business process knowledge
