PROJECT
BACKGROUND AND OBJECTIVES
One
of poverty reduction programs in Indonesia (PNPM Urban) includes productive
microloan for poor households through community-managed revolving loan funds
(RLF). Currently, there were 10,383 urban-wards with Financial Management Unit
(UPK) operating RLF, providing service to 593,345 borrower groups (KSM) with an
estimated outreach of at least 3 million individual borrowers. The RLF activity
faces several challenges including weak capacity of UPK in management of funds
and lack of regular communication with remote destination clients leading to
poor performance of the RLF portfolio, lack of accountability and transparency
leading to some cases of misuse of funds.
The
project will use the combination of FrontlineSMS and mobile money services.
FrontlineSMS enables user to manage and receive information regarding mobile
payments, support SMS auto replies and client queries on loan/account balances,
facilitate reminders on overdue payments, and keep track of transactions. While
mobile money services (SMS banking) will make it possible for borrower groups
to repay installment using mobile phone without requiring a bank account and
internet connection.

and automatically maintain detailed accounting records. It will also provide
easy access to borrower groups in repaying their loans and familiarize them to
banking concept.
