SCI seeks Project Officer - Gate Keeping for Child Protection FBC Project, Bandung

Save the Children is an international non-profit organization that focuses on the fulfillment of children's right. Save the Children was first established in May 1919 in the U.K. and to date has 28 Save the Children Offices and operations in more than 120 countries worldwide. 1n 1976, Save the Children signed an MoU with the Ministry of Social Affairs of the Republic of Indonesia, followed then by the operations of Save the Children throughout Indonesia. Currently, Save the Children work in 11 provinces with a variety of program areas, such as: Education, Health and Sanitation, Livelihood, Child Protection also Disaster Risk Reduction.

2014 is year of initial fully implementation of the Signature Program with support from SCUK through CP Breakthrough Investment Fund (BSIF). One component of the Signature Program is legal reform of family based care and the implementation of the regulations of National Standard of Care and Alternative Care will be delivered in province and district level. The implementation of these regulations is called of gate keeping development and this is a part of the establishment of child protection and care system.

Now we are looking for a position of:

Project Officer – Gate Keeping, based in Bandung, 1 position
Code : PO-GK

Gate Keeping Project Officer (PO) position is established to ensure that our support for implementation of the National Standard and Alternative Care in order to develop gate keeping system development in Bandung Municipal and West Java Province is running well with high quality standard.

Reports to: Family Based Care (FBC) Manager
Dimensions: The postholder will support Social Affairs Office in Bandung Municipality and West Java Province in the implementation of the National Standard of Care, implementation Standard of Procedures in handling children in need of protection and care, functioning the referral system, development of foster care and prevention of institutionalization.

JOB RESPONSIBILITIES
Management of project implementation and quality:
1.     Under the lead of FBC Manager, plan and carry out the gate keeping activities.
2.     Ensure close collaboration with local stakeholders including establishing and developing strong and effective relationships with key district government officials and childcare institution in the implementation of gate keeping activities.
3.     Conduct government, stakeholders and community meetings as outlined in the plan.
4.     Ensure close collaboration with internal team members and external member that will support gate keeping activities.
5.     Contribute in the set up and develop of program implementation tactics and techniques with other personnel in the team.
6.     Assist FBC Manager on mobilizing communities, beneficiaries, government and non government stakeholders to be involved in gate keeping development process and provide closely approach and communication with government key stakeholders.
7.     Under the lead of FBC SPM, conduct M&E activities within his/her jurisdiction including supports data collection both quantitative and qualitative in close collaboration and coordination with CPME Coordinator.
8.     Develop monthly basis report and send to the FBC Manager.
Financial Management
1.     Prepare cash projection for gate keeping activities under FBC program to be submitted and approved by FBC Manager.
2.     Manage budget request, utilization and reporting in proper manner and document as well as to follow finance procedures.
3.     Support FBC Manager regarding budget monitoring for gate keeping activities.
Administration, IT, Safety and Security and Government Relations
1.     Manage administration affairs of project, day-by-ay operational activities and other administration tasks of the gate keeping activities accordance to the organization procedure and guidelines
2.     Ensure that efficient, cost effective information technology systems on direct response are in place and in compliance with SCI MOS.
3.     Conduct regular and high quality monitoring of the administration affairs in terms of progress against activities, indicators and outcomes.
4.     Record all activities related to admin affairs.
QUALIFICATIONS AND EXPERIENCE
·         Bachelor's degree in social work or other relevant study.
·         Having a good understanding of children's issues in Indonesia especially in child protection and care.
§  Proven experiences in working with children.
§  Good facilitation skills and strong working relationship with government and other partners.
§  Excellent in social and in interpersonal skills as well as communication skills.
§  Proven ability to work in multi-cultural and multi-disciplinary team.
§  Demonstrate ability to implement monitoring and evaluation activities.
§  Proven ability to work effectively within set time frames and with demonstrated impact.
·         Self-motivated and able to work independently with minimum supervision
·         Good command in English and Bahasa Indonesia, both verbal and written
·         Ability and willingness to be stationed in Bandung Barat municipality, West Java.
·         Commitment  to  and  understanding  of  Save  the  Children's  aims,  values  and principles  including rights-based approaches
