SCI seeks Direct Response Officer - Child Protection FBC Project, Yogyakarta

Save the Children is an international non-profit organization that focuses on the fulfillment of children's right. Save the Children was first established in May 1919 in the U.K. and to date has 28 Save the Children Offices and operations in more than 120 countries worldwide. 1n 1976, Save the Children signed an MoU with the Ministry of Social Affairs of the Republic of Indonesia, followed then by the operations of Save the Children throughout Indonesia. Currently, Save the Children work in 11 provinces with a variety of program areas, such as: Education, Health and Sanitation, Livelihood, Child Protection also Disaster Risk Reduction.

2014 is year of initial fully implementation of the Signature Program with support from SCUK through CP Breakthrough Investment Fund (BSIF). One component of the Signature Program is legal reform of family based care and the implementation of the regulations of National Standard of Care and Alternative Care will be delivered in province and district level. The implementation of these regulations is called of gate keeping development and this is a part of the establishment of child protection and care system.

Now we are looking for a position of:

Direct Response Officer, based in Yogyakarta, 1 position
Code : DRO-CP

The post holder is established to ensure that social work practices with children and family who need child protection response is in place in provincial and district level with high quality standard. Case Manager leads social workers in case management works and builds the capacity of social workers team to manage cases under collaborate with MOSA.

Reports to: CP Project Coordinator Yogyakarta
Dimensions: The postholder will be seconded under cooperation with Social Affair Office of Yogyakarta Province and will lead social workers team in Yogyakarta and Sragen in Central Java in providing case management supports for children in the needs of protection and care. He/She will also develop a referral system and ensure that children can access the resources to address their problems.

JOB RESPONSIBILITIES
Management of project implementation and quality:
1.     Lead the overall case management process for all targeted children that need of care and protection, including lead the social workers team in working with children, families and organizations partner.
2.     Establish a good administrations and documentations system of the case management's works.
3.     Develop a supervision system to ensure case management team has access to technical advice and resources in conducting case management process, included monitor the case progress and the ways of cases handling by case workers.
4.     Provide day-to-day line supervision with CP Project Coordinator in particular to improve the case management process and results.
5.     Consult CP Project Coordinator for the problem solving of complicated and difficult cases.
6.     In coordination with CP Project Coordinator, initiate, develop and maintain effective partnership with all stakeholder organization that involve in the referral system and case management, support case management works.
7.     In collaboration with CP Project Coordinator, ensure that the child safeguarding policy is understood and implemented by each member of case management team.
8.     Support Sr. Database Officer to manage the documentation of case management process.
9.     Provide inputs to CP Project Coordinator and Direct Response Coordinator if any actions need to be made, or any adjustment needs to accommodate, in order to improve case management works.
10.  Develop monthly basis report and send to the CP Project Coordinator.
 

Financial Management
1.     Prepare cash projection for case management to be submitted and approved by CP Project Coordinator.
2.     Manage budget request, utilization and reporting in proper manner and document as well as to follow finance procedures.
3.     Support CP Project Coordinator regarding budget monitoring for gate keeping activities.
 

Administration, IT, Safety and Security and Government Relations
1.     Manage administration affairs of project, day-by-ay operational activities and other administration tasks of the gate keeping activities accordance to the organization procedure and guidelines
2.     Ensure that efficient, cost effective information technology systems on direct response are in place and in compliance with SCI quality standard
3.     Conduct regular and high quality monitoring of the administration affairs in terms of progress against activities, indicators and outcomes.
4.     Record all activities related to admin affairs.
 

QUALIFICATIONS AND EXPERIENCE
·         Minimum Bachelor's degree in social work and particularly in clinical social work.
·         Having experiences in case management practices and lead social workers in this practice.
·         Having a good understanding of children's issues in Indonesia especially in child protection and care.
§  Proven experiences in working with children.
§  Good facilitation skills and strong working relationship with government and other partners.
§  Excellent in social and in interpersonal skills as well as communication skills.
§  Proven ability to work in multi-cultural and multi-disciplinary team.
§  Demonstrate ability to implement monitoring and evaluation activities.
§  Proven ability to work effectively within set time frames and with demonstrated impact.
·         Self-motivated and able to work independently with minimum supervision
·         Good command in English and Bahasa Indonesia, both verbal and written
·         Ability and willingness to be stationed in Yogyakarta.
·         Commitment  to  and  understanding  of  Save  the  Children's  aims,  values  and principles  including rights-based approaches
