SCI seeks DEPUTY COUNTRY DIRECTOR based in Jakarta Country Office

Save the Children is an international non-profit organization that focuses on the fulfillment of children's right. Save the Children was first established in May 1919 in the U.K. and to date has 28 Save the Children Offices and operations in more than 120 countries worldwide. 1n 1976, Save the Children signed an MoU with the Ministry of Social Affairs of the Republic of Indonesia, followed then by the operations of Save the Children throughout Indonesia. Currently, Save the Children work in 11 provinces with a variety of program areas, such as: Education, Health and Sanitation, Livelihood, Child Protection also Disaster Risk Reduction.

Now we are looking for a position of:

Deputy Country Director (code: DCD)
based in Jakarta Country Office, 1 position

The post holder will be a key member of the Indonesia Senior Management Team (SMT) with overall responsibility for both program quality and implementation.  Specifically the post holder will be responsible for:
1.     Strategic and operational development and delivery of the highest quality programs, in both humanitarian and development context
2.     Ensuring that programs are in line with the Save the Children International (SCI) mandate, strategy and theory of change
3.     Development and enhancement of an organizational culture reflecting the SCI values
4.     Build and increase positive relationships with member and donors
5.     Compliance with member and donor reporting requirements
6.     Build and expand positive relationships with external stakeholders including civil society organizations, the Indonesian Government, and the private sector
7.     High quality advocacy strategies and actions
8.     Act as CD in the absence of CD 
 
JOB RESPONSIBILITIES
As a member of the Indonesia SMT, the Deputy Country Director will have accountability for SCI's development and emergency programming, while delivering SCI's strategy within the country through:
1) Delivering quality programs, including advocacy, for children
2) Serving members and donors
3) Guaranteeing a structured growth of the country office program portfolio
4) Supporting Country Office staff to ensure the effective preparation and rapid, quality response at scale to any emergency

Areas of responsibility will overlap with the overall responsibility of the CD and sharing country program leadership and regular coordination with the same will be pertinent for the DCD role

1) Strategic Planning:
  • Provide strategic vision and direction to the country program in consultation with and support from the SMT members and Country Director.
  • Lead in developing and reviewing programme strategies, thematic plans and annual plans.
  • Provide and share knowledge on and contribute to SCI International global initiatives and global trends.
  • Coordinating with members in identifying strategic opportunities for expanding SCI's work.

2) Facilitating Transformational Change
  • Together with the Country Director and the SMT members, lead in promoting an environment of continuous learning, where staff is encouraged and supported to grow and develop and are willing to be held accountable for their commitments.
  • Together with the Country Director and the SMT member lead in promoting culture of high performance through implementing necessary processes to measure performance against key indicators and member's satisfaction, monitoring levels and taking corrective action to ensure on-going measurable improvement of the Country Office.
  • In collaboration and coordination with the Country Director, ensure effective communications and collaboration with SC members and donors.

3) Delivering Quality Programs :
  • Provide overall supervision in the implementation and integration of activities in all humanitarian and development programs, including allocation of resources and ensuring that appropriate controls are maintained at all levels.
  • Ensure the implementation of quality programs for the country through establishing that all programs  are completed within time, on budget, achieving programme objectives and responsive to the communities, as well as in line with SCI principles, values and strategic plans and following donors and SCI compliance procedures.
  • Identify in a timely manner any necessary modifications needed in programs and work with the member/donor to adapt strategies and grant agreements.
  • Ensure that high quality technical assistance is available to field implementation and ensure integration of policy and advocacy initiatives in all aspects of programming including partner and staff capacity building.
  • Engage SCI staff, partners and other stakeholders to create real shared ownership and collaboration.
  • Ensure that all reports prepared by field staff for donors and other external parties are carefully reviewed and revised before sign-off on a timely manner.
  • Ensure the development and application of a practical field based Monitoring, Evaluation, Accountability, and Learning (MEAL) system/plans for all projects and the provision of qualified technical assistance to field operations in implementing the system and in documenting the measurement of achievement and progress toward programme goals and results, ensuring accountability to stakeholders including beneficiaries, and promoting learning.
  • Lead in the development of project proposals within the framework of the country strategy, global initiatives, and theory of change while ensuring and coordinating the participation of Finance, HR and Operations departments in this process from an early stage.

4) Representation and Networking:
  • Support in establishing, maintaining, and improving active and regular working relationships with host government authorities, donors and partner agencies, the UN system, and local and international NGOs including other members of SCI.
  • Maintain regularly communications and interactions with the international donor and NGO community to ensure awareness of SC programs.
  • Others as assigned by the Country Director.

QUALIFICATION
  • Master's degree in social sciences, public/business administration, or equivalent
  • Minimum of ten years management experience in international development contexts and humanitarian response operations
  • Proven staff management and supervisory skills
·        Flexibility to travel to remote field office operations areas
·        Commitment to the SC values
  • Excellent conceptual and analytical skills, effective negotiator, with the ability to positively influence cross departmental and cross sectoral working relationship
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy-in
  • Strong skills and expertise in operational planning, financial and budget management as well as people management
  • Experience in program development and good knowledge of donors (including multilateral, institutional, private sector) and context in Indonesia
  • Resource mobilization, training and capacity building, coaching/mentoring skills
  • Good understanding of key trends in international and humanitarian development

  • Demonstrated ability to set and achieve objectives
  • Strong project and people management skills
  • Excellent interpersonal and communication skills (verbal and writing skills)
