The
Indonesian International Education Foundation (“IIEF”) is an Indonesian
not-for-profit organizationspecializing in scholarship management and international education
through the administration of international language tests and national
professional certifications, and the management of numerous programs sponsored
by various major international donor and funding organizations. IIEF (http://www.iief.or.id) is a local partner organization of the
Institute of International Education (“IIE”), one of the world’s largest and
most experienced international education and professional exchange
organizations, based in New York (http://www.iie.org) .
Position Summary
Reporting
directly to Chief of Party – PRESTASI, the Monitoring and Evaluation Specialist
will be responsible in establishing and operationalizing a user friendly
monitoring and evaluation capability, a project-level Performance Management
Plan (PMP), to plan, manage, and document how performance data are collected
and used. This Plan will include both USAID Standard Foreign Assistance
indicators; indicators provided in the Statement of Work and customized
indicators developed by the Contractor specifically for the project.
He/She will have the following specific duties
and responsibilities:

Responsible in the development of PMP and annual monitoring and
evaluation plans and budgets as well as in the development of PRESTASI Annual
Work Plan
·
Responsible in the process of developing and presenting quarterly
project progress reports to USAID and IIEF as well as Semi-Annual Performance
Reports for USAID
· Responsible in monitoring and evaluation of the project as well as in setting up functional M & E systems
·
Provide supporting for alumni association to develop and expand
the alumni program, which may include follow-up workshops, supporting local
community, service activities, refresher leadership and technical skills
training, guided networking (among participants, GOI counterparts, individuals
from private and public institutions)
·
Provide technical assistance for Alumni Association in
developing a program plan and facilitate networking among alumni and with other
groups trained under project and/or trained by other donor organizations
·
Provide technical assistance and mentoring to local
organizations and liaising with employers, affiliated institutions, and
training providers to maximize post training outcomes
·
Review the alumni’s program, proposal and budget and monitor
progress of program implementation
·
Provide technical assistance for Alumni Specialist in monitoring
& evaluation of Alumni’s program and in conducting studies and research to
evaluate and assess the quality of the program's results
·
Ensure that data required for demonstrating program impact and
lessons learned is collected, analyzed and integrated into program monitoring
and evaluation systems
·
Monitor and data quality and flow, program activities, and
progress related to impact and sustainability of innovative interventions
·
Responsible in data collecting and management and be able to
build the capacity of local institutions
·
Oversee the collection of information and the documentation of
progress towards results for all project activities
·
Ensure adherence to technical quality and fulfillment of
programmatic activities within the work plan and budget.
·
Ensure that all reports are prepared on time for the review of
the Chief of Party, and submitted to the donor in timely manner
·
Preparation of the Terms of Reference (TOR), consultant and
evaluation team selection, technical feedback on evaluations and budget
oversight for evaluation for results
·
Provision of evaluation feedback into policy/project/program
design, including comments on various documents, as well as follow up on
implementation of evaluation recommendations and ensuring the optimal use of
evaluations by providing guidance in preparation of timely management response
to all mandatory evaluations
·
Responsible in providing analysis and timely reporting of
information derived from the program
·
Represent the project at all relevant M&E and other forums
as requested as well as attends professional meetings as assigned
·
Performs other duties as assigned
Requirements:
Education/Experience:
·
Bachelor’s Degree required or Master’s Degree is an advantage
·
A minimum of seven years of related experience at the national
and/or international level in development program, scholarship program and
program/project monitoring & evaluation preferably within a
bilateral/multilateral development agency, including employment with a
non-profit organization with a proven track record of success, at least 4 years
of which must be in a similar capacity in the area of project management
·
Professional technical knowledge/expertise in methodology of
M&E, including theories, standards and models,
quantitative/qualitative/mixed methods, validity/reliability testing of data,
data analysis and interpretation
·
Experience in program development, project management,
monitoring and evaluation, financial management, capacity development and
organizational development at least minimum three years experiences related
with those matters
·
Experience in monitoring and evaluation or aid programming with
a background in the analysis of socio-economic issues and related development
matters
·
Hands-on experience in developing M&E framework,
implementing M&E strategies, and liaising with project implementer from
central and local government agencies, NGO/CSOs, and academics.
·
Have a good networking with related stakeholders which included
but not limited to GOI, universities, local and international NGOs/CSOs, think
thank organization, media and private sector
·
Experience of working in the field of reporting and monitoring
to include experience in developing plans, tracking results, reporting to different
stakeholders
·
Experience in reviewing and developing program proposals, work
plan and budgeting
Knowledge,
Skills, and Abilities:
·
Strong written communications skills, with particular emphasis
and experience in news writing and persuasive writing
·
Be able to work with diverse groups and engage in interpersonal
contact with a wide variety of internal and external constituencies and have
excellent people skill
·
Team player, able to manage and work cooperatively with
colleagues of different national and cultural backgrounds
·
Proven record of attention to detail and work under pressure is
required
·
Have a strong leadership, initiative and creative person
·
Excellent time management skills and have ability to be flexible
in working hours and days.
·
Strong oral communication skills, including demonstrated
experience in public speaking.
·
Ability to communicate effectively in oral and written communication in English
and Bahasa Indonesia
·
Strong knowledge in Microsoft Office Suites (Word, Excel, PPT,
etc.)
·
Experience with multimedia presentations, especially PowerPoint
as well as familiar with social media tools

Environment
Essential
functions are typically performed in an office setting with some travelling in
various locations throughout Indonesia.
