Since
1992, the United States Pharmacopeia has worked cooperatively with the
United States Agency for International Development (USAID) to help
developing countries address critical issues related to poor quality
medicines and their appropriate use through the Promoting the Quality of
Medicines (PQM). PQM serves as a primary mechanism to help ensure the
quality, safety, and efficacy of medicines essential to USAID priority
diseases, particularly malaria, HIV/AIDS, and tuberculosis. USP–USAID
collaborative efforts have helped communities improve drug quality in
more than 35 countries.
Supported
by knowledgeable staff and state-of-the-art facilities around the
world, PQM strives to accomplish four key objectives:
· Strengthen quality assurance (QA) and quality control (QC) systems
· Increase the supply of quality assured medicines
· Combat the availability of substandard and counterfeit medicines
· Provide technical leadership and global advocacy
USP PQM Indonesia is currently recruiting for the following position: Finance Officer/Office Manager
The
Field Office Finance Officer/Office Manager supports the Country
Director/Chief of Party with day-to-day office operations and routine
financial monitoring of in-country activities under the USP PQM program
in Indonesia. The Field Office Finance Officer/Office Manager is also
responsible for the QuickBooks register (or other accounting software
package), voucher documentation, expense reports, vendor payments, local
payroll and tax payments and accounting, and the monthly financial
closing process with USP HQ in accordance with USP and USAID
regulations. The Finance Officer/Office Manager facilitates payment to
partners for training, per diem, etc. in accordance with USAID
regulations in Indonesia.
MAIN RESPONSIBILITIES:
· Assists the Field Office Operations Manager (or Country Director/Chief of Party) with budget and activity tracking.
· Processes
monthly field accounts using QuickBooks (or other accounting software),
perform monthly reconciliations, and compile the necessary documents
for monthly submission to USP PQM headquarters in Rockville, MD, USA.
· Responsible
for the documentation of all financial transactions in accordance with
USAID and USP PQM finance and accounting policies and procedures.
· Develops and maintains a comprehensive and efficient filing system.
· Responsible
for the procurement and tracking of inventory and office supplies for
the Indonesia office, including processing VAT exemptions under USAID
policy.
· Prepares monthly payroll, income tax, Jamsostek, and health insurance payments.
· Arranges
transportation requests, monitors transport utilization, and brings any
transport issues to the attention of the Country Director/Chief of
Party.
· Facilitates vendor payments.
· Responsible for tax reporting.
· Performs other duties as necessary.
REQUIRED QUALIFICATIONS:
· Bachelor degree and minimum 3 years of experience in field office finance and operations.
· Excellent organizational, communication, and interpersonal skills.
· Excellent Microsoft Excel and Microsoft Word skills.
· Work experience in a USAID or other international donor-funded project in Indonesia desirable.
· Attention to detail.
· Fluency in Bahasa Indonesia and proficiency in written and oral English required.
