The Renewable Energy Support Programme for ASEAN (ASEAN-RESP) is jointly
implemented by the ASEAN Centre for Energy (ACE) and the German Gesellschaft
für Internationale Zusammenarbeit (GIZ) and supports regional exchange to
improve framework conditions for renewable energy (RE) in the ASEAN. As a
regional project, ASEAN-RESP implements activities with relevance for all 10
ASEAN member states (AMS). Through its close cooperation with ACE and other
relevant regional institutions, the project supports the AMS in better making
use of existing policies and experiences and in exchanging regional
know-how. The project concentrates its activities on the following main
fields of activity:
§ Networking within
the ASEAN RE sector;
§ Technical support
to and advice on RE policies and framework conditions;
§ Knowledge transfer
and capacity building in the sector.
The starting point for project activities is the vast experiences with
RE that already exist in the AMS. By identifying and promoting good practices
and successful approaches, ASEAN-RESP contributes to enhanced regional
cooperation and integration. The setup and steering of focus groups complement
the project strategy. Particular attention is attributed to the inclusion
of the private sector since, for the development of a sustainable renewable
energy sector, the know-how and commitment of the private sector is a core

GIZ is seeking a qualified ASEAN national for the position of Senior Advisor Renewable Energy / Human Capacity Development for
ASEAN-RESP (qualified women are strongly encouraged to apply).
A. Responsibilities
§ Follow developments in renewable energy in the ASEAN region;
§ Communicate with partner projects in the ASEAN member states as well as
with other (international) cooperation partners, especially on Human Capacity
Development (HCD) related matters;
§ Initiate public and private sector stakeholder cooperation within the ASEAN
region through liaising with stakeholders and devising mutual development
initiatives;
§ Represent the project in meetings, workshops and other professional
forums;
§ Implement ASEAN-RESP project activities in coordination with the GIZ
Principal Advisor and the project partner.
B. Tasks
1.
Management and Coordination
§ Closely manage and coordinate project consultants and other service
providers in pursuance of meeting stipulated deliverables;
§ Develop terms of references, and supervise/manage contracted third
parties;
§ Monitor project progress, review reports and documents concerning the
progress, determine bottlenecks and recommend alternative courses of management
action to the Principal Advisor and other project staff;
§ Identify needs for external support and advice (from GIZ) within the
ASEAN RE sector, assist in elaborating policy recommendations and develop
strategic answers to issues in the sector;
§ Liaise and coordinate with GIZ HCD department (Germany) on the
implementation of the project’s HCD activities.

Project Implementation
§ Plan and implement ASEAN-RESP project activities in coordination with
the GIZ Principal Advisor;
§ Plan and implement all HCD activities of the project;
§ Conceptualize, prepare and implement workshops, trainings, and other
events on subjects that are related to the projects’ fields of activity,
especially HCD;
§ Support knowledge exchange and transfer within the ASEAN region and
internationally.
3.
Networking and cooperation
§ Maintain and develop close contacts to relevant government counterparts
in the ASEAN member states;
§ Maintain and develop contacts and foster dialogue with stakeholders such
as private industry, NGOs, other government institutions, banks and relevant in
the ASEAN region;
§ Establish an efficient regional network of (training) institutions
working in the field of HCD in the RE sector.
4.
Knowledge management
§ Stay abreast of developments in global, regional (ASEAN) and national
(ASEAN member states) approaches for RE;
§ Prepare input for reports/publications used in the project, including
annual reports, and contribute to other reports as required by the GIZ Principal
Advisor;
§ Prepare and test relevant training modules for enhancing the skills of
various stakeholders in the field of effective and sustainable renewable energy
applications in the ASEAN region;
§ Assist with regular reporting to the project partners.
5.
Other duties / additional tasks
§ Subject to discussions with the GIZ Principal Advisor, additional tasks
and other duties may be allocated to the Senior Advisor.
C. Required qualifications, competences and experience
Qualifications
§ Master degree (or equivalent) in a field relevant to the position;
§ Good understanding of socio-economic aspects of energy as well as
technical aspects of renewable energy development;
§ At least 10 years of prior working experience in renewable energy sector
is required.
Professional experience
§ In-depth understanding of the RE sector in the ASEAN member states as
well as of international activities in the sector;
§ Excellent network within the RE community of the ASEAN region, if
possible sustained with working experience in several ASEAN member states;
§ Working experience with RE training institutions/providers in the ASEAN
member states;
§ Experience in conducting HCD activities in the RE sector;
§ Experience in cooperating with private companies (international and
Indonesian) other relevant state entities and important service and technology
providers in the private energy sector.
Other knowledge, additional competences
§ Excellent knowledge of English, including writing capabilities;
§ Knowledge of state of the art training and capacity building approaches
and instruments, familiarity with GIZ HCD instruments is a merit;
§ Experience in initiating and steering international stakeholder dialogue
and networks;
§ Very good working knowledge of ITC technologies (related software,
phone, fax, email, the internet) and computer applications (e.g. MS Office).
Start of assignment: As soon as
possible (March/April 2014).
