Chemonics International Inc., a
leading international consulting firm, seeks to fill the following long-term,
full-time position for a project funded by the U.S. Agency for International
Development (USAID), Indonesia Changes for Justice (C4J). The primary objective
of the C4J project is to improve the performance of Indonesia’s justice system,
a prerequisite for good governance and sustained economic growth, through
cooperation with the Supreme Court and Attorney General’s Office (AGO) of the
Republic of Indonesia.

Job Responsibilities
To implement and administer the procurement
requirements of the Indonesia Changes for Justice (C4J) Project, the Procurement Manager
will report directly to the Chief of Party to lead and advise on all procurement related issues. The Procurement Manager supervises the C4J
project’s procurement, is
responsible for tailoring and applying USAID’s and Chemonics’ procurement policies and procedures, and for overseeing the procurement and related specialized requirements of the project. The Procurement Manager serves as a resource
to the C4J technical and program staff on all procurement issues. The Procurement Manager ensures that
solicitations are processed with free and open competition, and that all
procurements comply with all
relevant
regulations.
- Procurement Process – The Procurement Manager is responsible for ensuring that all project staff adhere to the guidelines regulating to procurement. These responsibilities include but are not limited to planning the procurement, writing appropriate specifications, evaluating offers, monitoring contracts, handling all post-solicitation activities, and maintaining all appropriate documentation.
- Compliance - The Procurement Manager is responsible for ensuring that all contract-related regulatory requirements (e.g., ADS) and procurement regulatory requirements (e.g. FAR and AIDAR) are met in a satisfactory and professional manner.
Specific Tasks
The
Procurement Manager duties include, and are not limited to, the following:
- Respond in a timely manner to procurement requests from project staff
- Work directly with local vendors to obtain quotations and initiate procurements of requested commodities and services
- Monitor contracts and purchase orders issued to vendors and follow-up as necessary to ensure compliance to terms and conditions
- Maintain the overall integrity of the procurement filing system by ensuring that appropriate documentation is included in each procurement file
- Maintain the project’s inventory and tracking system
- Assist in developing and maintaining procurement related documentation
- Provide procurement status reports and inventory summaries as requested
- Assist the project to provide training to project staff on procurement policies and procedures
- Advise and work with other members of C4J to advance project goals and needs
The
Procurement Manager will report directly to Chief of Party.
Qualifications and Salary
The Procurement Manager shall preferably have a minimum of 10 years
of professional experience, including project management experience in
procurement and inventory management. Indonesian citizenship is
required. Experience working on donor-funded development projects, and with USAID programs specifically, is
preferred.
