Save
the Children is an international non-profit organization that focuses
on the fulfillment of children’s right. Save the Children was first
established in May 1919 in the U.K. and
to date has 28 Save the Children Offices and operations in more than
120 countries worldwide. In 1976, Save the Children signed an MoU with
the Ministry of Social Affairs of the Republic of Indonesia, followed
then by the operations of Save the Children throughout
Indonesia. Currently, Save the Children work in 11 provinces with a
variety of program areas, such as: Education, Health and Sanitation,
Livelihood, Child Protection also Disaster Risk Reduction.
2014
is year of initial fully implementation of the Signature Program with
support from SCUK through CP Breakthrough Investment Fund (BSIF). One
component
of the program is Prevention of institutionalization. This program aims
to
- Prevent the separation of children from their families, and therefore reduce inflows of children entering institutions by strengthening the ability of vulnerable families to care for their children appropriately.
- Help families to understand the importance of avoiding unnecessary and harmful family separation, as well as the risks of institutional care.
- Ensure children and families have better access to basic social services and that they are supported by their community to address challenges when they arise, and so do not feel that institutionalization is the only option.
- Advocate and support the government to expand coverage of conditional cash transfers.
The
prevention program will use participatory based Home Visitation method
and due to this is a new model for us; therefore we will be piloting
this model
in 2 districts. The piloting model will be under supervision of Mc.
Gill University with collaboration with PUSKAPA Child Protection Centre
University of Indonesia. To ensure that the process of piloting run well
and fluent, we need to recruit a researcher
to support this program. The Research Officer will work closely with
the team of Home Visitation Research that compose of Save the Children
International, McGill University, and PUSKAPA University of Indonesia.
He/she will be under the supervision of the
Child Protection Advocacy and Research Specialist on ensuring the home
visit conducted by the Family Based Care Programme meet the standard of
intervention for the research.
Research Officer for Home Visitation

Dimensions:
The Home Visitation Research is one part of the Family Based Care
Program implemented by Save the Children
International in Indonesia. A set of intervention will be implemented
in 10 villages located in 2 districts of West Java Province to develop a
model of strategy on empowering families to care for children. Parents
and caretaker who fully capacitated will
then expect to prevent separation of vulnerable children from
families.
JOB RESPONSIBILITIES:
Home Visitation Intervention
·
Provide
inputs to the Family Based Care Project Manager and Child Protection
Advocacy and Research Specialist on the design of home visitation
design.
·
Work together with the Project Officers on planning the field activities of home visitation in 10 villages
·
Conducting field monitoring visit to ensure
home visits are done according to the plan and gaps communicated with
FBC Manager and CPAR Specialist.
Home Visitation Research
·
Liaise between
family based care project team and the research team (McGill University
and PUSKAPA University of Indonesia) on research aspect of home
visitation project
·
Work together with CPME Coordinator and Data Base Sr. Officer on providing reporting tools comply with the research standard
·
Work
together with Prevention PO to ensure data and information related with
home visitation intervention are collected and managed properly.
·
Advice the research
team (McGill University and University of Indonesia) on local context
and situation related to intervention and research activities, when deem
necessary.
·
When deem
necessary, working together with the research team (McGill University
and University of Indonesia) on data management, analysis, and
interpretation.
·
Prepare regular report on the development of home visitation research, and share with the Family Based Care Programme team.
Financial Management
·
To prepare cash projection under Prevention program to submitted and approved by CPAR Specialist.
·
To support CPAR Specialist regarding budget monitoring for prevention works regarding research activities.
·
Manage budget proposal, utilization and reporting in proper manner and follow finance regulation.
Administration, IT, Safety and Security and Government Relations
·
In collaboration with CPAR Specialist, to
ensure all administration and financial aspect from direct response are
accordance to the organization procedure and guidelines
·
Ensure that
efficient, cost effective information technology systems on direct
response are in place and in compliance with SCI Essential Standard.
QUALIFICATION
·
Having a good understanding of children’s issues in Indonesia especially in child protection and care
·
Substantial experience and knowledge on conducting various research methodology
·
Experience on child rights research and/or behavior change will be an advantage
·
Self-motivated and able to work independently with minimum supervision
·
Good command in English and Bahasa Indonesia, both verbal and written
·
Bachelor’s or Masters degree in Social or other relevant advanced degree preferred
·
Experience working with a research centre, international NGO or similar organization
·
Have a good drive on delivering results
·
Ability and willingness to be stationed in Bandung, West Java with frequent travel to field locations.
·
Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
