Proposal Summary: The upcoming USAID-funded local governance project in eastern Indonesia will focus on strengthening the capacity of local governments and improving access to and the quality of services to citizens.  It will also support leadership development among community leaders and provide grants for citizen participation, livelihood programs, and community development through local NGOs, women and youth groups.   

Position Summary: The Grants Manager (GM) will provide direct oversight for all grants initiated under this contract, lead trainings to field staff and ensure transparency, accountability and compliance with USAID regulations. Grants will play an important role in supporting increased citizen participation in local governance through community consultations with local government officials, small scale community infrastructure projects, improved service delivery, livelihood programs, economic development, and activities involving women and youth.

Responsibilities:
  • Lead consultations with community leaders and local government officials to identify priority subject areas for grants, and work with the project team to write and publish transparent guidelines regarding the purpose, availability, application, and review process for small grants.
  • Manage the grants review process for the project.
  • Oversee the transparent announcement, solicitation, selection and award of community development grants.
  • Train field staff in monitoring implementation of grant activities and reporting requirements.
  • Review grant reports from grant recipients and field staff to ensure that the grant objectives have been achieved and that financial and program objectives are accomplished.
  • Support the monitoring and evaluation component of the project to ensure that grant data provided is accurate and included in the reporting.
  • Oversee the project’s grant files and ensure that all grants are implemented consistent with USAID regulations and requirements, as well as MSI grants policies and procedures.
Qualifications:
  • A bachelor’s degree in community development, financial management, or other relevant field.
  • At least seven years of previous experience in a USAID or similar donor sponsored development project as a grants manager with significant experience developing, managing, and reporting on grants.
  • Previous experience training and supporting local civil society and/or non-governmental organizations.
  • Strong public presentation and project report writing skills.
  • Strong spoken and written English language skills.
  • Willingness to travel as necessary throughout the assigned areas in eastern Indonesia, including Papua.
