Community Development Specialist, Local Governance Project, Eastern Indonesia

Proposal Summary: The upcoming USAID-funded local governance project in eastern Indonesia will focus on strengthening the capacity of local governments and improving access to and the quality of services to citizens. It will also support leadership development among community leaders and provide grants for citizen participation, livelihood programs, and community development through local NGOs, women and youth groups.

Position Summary: The Community Development Specialist will be responsible for developing and carrying out the citizen participation and outreach component, including training, capacity-building, and mentoring activities. S/he will work closely with NGOs and community groups, as well as other donor projects in the area to support community development at the local level.

Please note: This is a local position. Only candidates with Indonesian citizenship will be considered.

Responsibilities:
  • Provide information to citizens and building cooperation with communities, NGOs, businesses, and other civil society organizations.
  • Support for community self-help initiatives, regular consultations among government, community, and civil society leaders, training for community leaders in advocacy, and supporting systematic government outreach to and consultation with citizens.
  • Coordinate with other members of the project staff and local government to ensure that project activities are coordinated at the community level.
  • Supervise the development and implementation of training programs directed at NGO partners and communities.
Qualifications:
  • A bachelor’s degree in a relevant area.
  • Previous NGO/civil society community development experience on international development projects in eastern Indonesia, including Papua, preferred.
  • Experience providing community development training and organizing support in communities.
  • Experience in training and engagement of youth in governance and community programs.
  • Experience supporting the building of coalitions among citizen groups to define common objectives and develop strategies to reach out to and influence government programs and leaders.
  • Experience providing support to communities in the identification of priorities and developing local projects.
  • Experience designing and managing community development or projects based in eastern Indonesia.
