Operations Manager
Australian Government funded HIV Cooperation Program for Indonesia
Position based in Jakarta
GRM International in collaboration with the Burnet Institute is the managing contractor for the HIV Cooperation Program for Indonesia (HCPI), the largest component of the Australia Indonesia Partnership for HIV.
HCPI is seeking applications from suitably qualified individuals for the position of Operations
Manager. The position will be locally engaged and based in Jakarta.
With support and supervision from the Team Leader, the Operations
Manager will be responsible for:
- Participate in Program strategic planning, policy development, and activity planning, scheduling and budgeting including management of program activities as directed by the Team Leader.
- Manage operations of the Jakarta Program office including ensuring appropriate collaboration amongst finance and administration staff;
- Being responsible for human resource management of locally engaged personnel including recruitment, contracting, performance evaluation and discipline and ensuring compliance with Indonesian labour law requirements and agreed Program procedures
- Coordinating office management in provinces i.e. Bali, Jayapura and Bandung;
- Being responsible for development and operation of office administration systems;
- Ensure the Program Procedures Manual is available and distributed to appropriate staff, and staff are trained in its procedures to ensure comprehensive understanding;
- Maintain and supervise the preparation of appropriate records necessary to run the program office including but not limited to reporting, asset control, staff records and filing systems;
- Ensuring appropriate IT services are available and maintained including maintenance of shared documents;
- Liaising with Indonesian authorities and Australian Embassy staff on administrative matters including accreditation, visas, imports, work permits, customs clearance;
- Managing procurement, security, registration and monitoring of program assets, and program related services and materials, including calling and evaluation of tenders in line with Commonwealth Procurement Rules;
- Providing support during mobilisation and demobilisation of consultants and their dependents;
- Managing consultants’ contracts and arranging their payment through the Finance department;
- Organising interpreting and translation as required;
- Supervising the administration team;
- Managing program vehicles and assisting with the movement of consultants and program staff throughout Indonesia on program related travel; and
- Carry out other duties as directed by the Team Leader
Interested candidates for the position should have the following qualifications and experience:
- Minimum Bachelor Degree in administration management and/or relevant qualifications in operations / administration management
- Demonstrated experience in managing staff over several project office locations
- Demonstrated experience and skills in managing a range of complex activities
- Excellent computer skills, particularly with spreadsheet and database software
- Demonstrated experience and skills in working in a busy office environment
- Demonstrated ability to work under pressure and to function as a team member whilst also being able to manage staff
- Excellent oral and written communication skills
- Ability to function in both Bahasa Indonesia and English
Desirable:
- Experience with a bilateral donor funded project
