Save the Children seeks West Java Manager to be based in Bandung

Save the Children is an international non-profit organization that focuses on the fulfillment of children’s right. Save the Children was first established in May 1919 in the U.K. and to date has 28 Save the Children Offices and operations in more than 120 countries worldwide. In 1976, Save the Children signed an MoU with the Ministry of Social Affairs of the Republic of Indonesia, followed then by the operations of Save the Children throughout Indonesia. Currently, Save the Children work in 11 provinces with a variety of program areas, such as: Education, Health and Sanitation, Livelihood, Child Protection also Disaster Risk Reduction.

Now, we are looking for a position of:

West Java MANAGER (code:WJM), based in Bandung, 1 position

The Manager for West Java will lead all activities of Save the Children in the West Java province.  We currently have six projects in health, child protection, youth livelihoods, and education based out of our office in Bandung.  Project implementation duties will include ensuring all program activities are implemented according to plan and at a high-level of quality; all reporting and planning is completed in a timely manner and at a high-quality; all communications are completed in a timely and accurate manner; we coordinate well with key external stakeholders; all child safeguarding controls are enforced; and financial and administrative management adheres to Save the Children and donors policies, regulations, and good practices.  S/he will also represent Save the Children in West Java and support program development and emergency preparedness and response.  S/he will also actively participate on the Extended Senior Management Team (ESMT) and systematically share knowledge from/with the all projects within Save the Children in Indonesia.  The position will require travel to field locations and support for hosting donor visits.

Report to : Sr. Manager, Program Implementation

RESPONSIBILITIES:

Oversight and Management of Program Implementation and Quality
·         Responsible for overall coordination of the West Java Program Implementation and working closely with Child Protection/Family-Based Care Senior Manager, Education Advisor, Senior Manager Health and Nutrition, and Monitoring and Evaluation Specialist for delivery of high quality programming in line with the objectives of Programs Implementation annual plans.
·         Lead the development and maintenance of relationships with key local stakeholders including the district and provincial government education, planning (Bappeda), and health offices; key private sector stakeholders; as well as elected officials and other NGOs.
·         Ensure information exchange with key local government officials and public school principals/teachers to maximize their participation in the delivery of project activities in West Java.
·         Supervise the process of developing program annual plans and reports in close collaboration with the Senior Manager Program Implementation.
·         Ensure adherence to good programming guidelines including implementation of international good practices in early and education components.Support Project Managers in implementing program refer to the quality framework and standard including monitoring and evaluation, and ensuring synergy among different projects and integration of different sectors.
·         Identify and communicate to senior management in Jakarta any problems in implementation
·         Work with the program development and quality function to identify new program ideas and assist in developing new concept papers and proposals
·         Assess the capacity of and strengthen in an integrated way any local NGO partners.
·         Coordinate external technical assistance visits from SC Jakarta-based and international staff as well as donor

Financial Management
·         Develop together with West Java project managers, the Senior Manager Program Implementation, Grant and Sub Grant Unit, and the finance unit annual Programs budgets and monthly projections.
·         Ensure the effective and efficient use of Program resources.
·         Regularly monitor budget versus actual expenditures and proactively propose any modifications to expenditure plans and projections.
·         Ensure the application of appropriate controls for Programs resources including accurate tracking of all expenditures.
·         Coordinate with the Finance unit to produce accurate and timely financial reports.

Administration, IT, Safety and Security and Government Relations
·         Represent the organization to the government partners as appropriate to maintain good relationship with government partners
·         Ensure that efficient, cost effective information technology systems are in place and in compliance with SCI MOS.
·         Ensure human resources policies are implemented and are in place.
·         Work with Safety and Security Focal Person to ensure that security policies and procedures are understood and strictly adhered to throughout the programme and that briefing, communication, transport and other systems are developed and provided in support of the maintenance of good security for all staff and visitors.

Facilities Management
·         Oversee the overall maintenance of the office premises, facilities assets and equipment (physical work environment) and ensure that these are secure and efficiently utilized
·         Ensure compliance with health and safety regulations
·         Ensure that internal and external communications systems function effectively and efficiently
·         Provide logistical support to guests, visitors including partner organisations involved in SC activities   

Logistic
·         Ensure that all procurement is done in an appropriate, timely and transparent manner as per Save the Children International Policies and procedures and internal audit requirements.
·         Coordinate the deployment of the Bandung field office fleet and ensure compliance with maintenance schedules and the Save the Children vehicle and driver policy and guidance.
·         Ensure efficient travel management of all personnel and visitors.

Emergency Response Management
·         Work with the Humanitarian Manager to strengthen the Indonesia CO organizational readiness to respond to emergencies in West Java in line with global SCI emergency policies.  This includes ensuring optimal Programs staff participation the Indonesia Emergency Response Team and that these staff members receive proper training.
·         Coordinate the response to any prioritized emergency in West Java.

Staff Management, Mentorship, and Development – Program Implementation
·         Develop for the Senior Country Management approval the organizational chart for West Java operations.  This will include close consultation with the Child Protection/Family Based Care Senior Manager, the Education Advisor, and the Senior Manager Health and Nutrition. ·    Ensure appropriate staffing within the West Java team including that staff members have appropriate qualifications. ·    Manage the West Java team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly. ·    Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff. ·    Manage the performance of all direct reporting staff by: o   Effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations; o   Coaching, mentoring and other developmental opportunities; o   Recognition and rewards for outstanding performance; o   Promote opportunities for exchanges with other Save the Children in Indonesia programs; o   Documentation of performance that is less than satisfactory, with appropriate performance improvement workplans 

As a member of the Extended Senior Management Team, contribute to:
·         Leadership of Bandung Field Office
·         The overall management of Indonesia Country Office
·         The development of an organizational culture that reflects our dual mandate (humanitarian and development) values; promotes accountability and high performance; encourages a team culture of learning, creativity and innovation; and enables our staff to deliver outstanding results for children
·         Provide feedback on issues of cross-cutting importance to Save the Children in Indonesia including CO financial management, communications, advocacy, and human resources.
·         Help establish, maintain, and improve active and regular working relationships with: host government authorities, donors, partner agencies including major institutional donors, and local and international NGOs.
·         Ensure Bandung Field Office complies with all Save the Children Management Operating Standards and Standard Operating Procedures.
·         Share good practices and lessons learned from All Program Implementation in West Java with other programs and operations staff.


QUALIFICATION
·         Recommended a minimum of seven years of management experience in a contractor, corporate, or NGO environment, including significant field implementation experience
·         An understanding of children’s issues in Indonesia.  This could include deep knowledge in child protection, health and nutrition, education and youth empowerment/livelihoods.
·         Management experience in West Java and/or similar areas is preferred
·         Bachelor’s or Masters degree in Social or other relevant advanced degree preferred
·         Experience working with an international NGO or similar organization
·         Solid project management skills with a proven history of delivering results
·         Previous  experience  of managing  and  developing  a  team  and  the  ability  to  lead, motivate and develop others
·         Substantial experience and knowledge of effective financial and budgetary control
·         Ability to analyze information, evaluate options and to think and plan strategically
·         Excellent interpersonal, communication and presentation skills
·         Fluency in written and spoken Indonesian, strong English written and spoken skills
·         Ability and willingness to stationed in Bandung, West Java with frequent travel to field locations.
·         Commitment  to  and  understanding  of  Save  the  Children’s  aims,  values  and principles  including rights-based approaches
