Proposal Summary: 
The purpose of the anticipated Health Technical Assistance Project (BANTU) is to identify, recruit, hire, administer and support qualified individuals or organizations that will provide short or long-term technical assistance directly to the Government of Indonesia (GoI) as needed and requested by USAID/Indonesia’s Office of Health, in particular, to support USAID’s GHI and CDCS strategies and priorities.

Position Summary:
MSI is seeking a Budget and Financial Manager for the upcoming BANTU Project. The Manager is responsible for overseeing field financial management ensuring strict compliance with MSI and USAID financial management requirements and assuring all contracts, invoices and payroll of staff and technical specialists are well-managed. This position will be based full-time in Jakarta.

Responsibilities:
·         Establish and manage a financial system and a set of protocols that enable transparency, accountability and accuracy.
·         Work to meet USAID administrative requirements (budget preparation and tracking, financial management, agreement management).
·         Review of and accounting for procurement transactions to ensure adequate supporting documentation, accuracy of amounts and control over payments.
·         Track and oversee technical specialists’ and project staff invoices and payroll.
·         Process bank and cash transactions including the reconciliations.
·         Ensure internal control procedures are followed for all cash disbursements.
·         Work closely with home office finance staff to ensure proper financial procedures are put in place and followed and that monthly financial transactions including reporting occurs in a timely manner.
·         Ensure proper adherence to USAID rules and regulations.
·         Track the project budget and update project staff on a monthly basis.
·         Work closely with the core management team to ensure all proper project administration.
·         Supervise local finance staff.

Qualifications:
·         Master’s degree in accounting, business administration, financial management or related field.
·         Minimum five years of experience in financial management or accounting positions on complex international development programs with USAID or other donor funded projects.
  • Demonstrated experience in USAID rules and regulations on procurement, budget and finances.
  • Proficiency in QuickBooks preferred.
·         Fluency in English and Bahasa Indonesian.
