Background
The ENVISION NTD Project at RTI International (RTI) seeks
technical support to assist in the refinement and implementation of a data
quality assessment (DQA) protocol and tools for targeted neglected tropical
diseases (NTDs). The objective of the
DQA is to strengthen the monitoring and evaluation processes for NTDs, and
improve the quality of data reported to the national NTD program. A global NTD DQA protocol and tools exist,
but need to be refined for use by the Indonesian national NTD program. In consultant with the Indonesian national
NTD program and ENVISION, the consultant will adapt the protocol and tools to
the Indonesian context and assist the national NTD program to conduct DQA
surveys in two districts that completed annual drug distributions targeting
lymphatic filariasis and soil-transmitted helminthiases in 2013.
Specific Tasks:
Work with support from ENVISION staff
in the ENVISION Jakarta office to complete the following DQA activities within
the specified timeframe:
- Tailor a pre-existing global NTD DQA protocol and tools for the Indonesia-specific context by working with the national NTD program and ENVISION office.
- Conduct a Data Quality Assessment (Data Audit) of mass drug administration (MDA) in two selected USAID-supported districts in collaboration with MoH staff at the central and district levels and ENVISION team.
- Conduct the data analysis and reporting of the data audit findings.
- Refine the Indonesia-specific NTD DQA protocol based on field experiences following the DQA activity.
Deliverables:
- Tailored Indonesia-specific protocol and data collection tools in English.
- Preliminary analysis to be submitted to District Health Offices, the Filariasis Subdirectorate at the Ministry of Health and ENVISION after field exercises in Bahasa.
- Final report on results of DQA in English.
- Revised DQA protocol and data collection tool based on field experience in English.
Qualifications:
- Advanced degree, Masters or above, in public health or relevant discipline
- Strong English language oral and written communication skills
- Experience in developing DQA protocols and tools and implementing DQAs for other health interventions such as immunizations, malaria, HIV/AIDS, and/or TB preferred
- Experience working with USAID or other donor-funded projects preferred
