USAID IUWASH Vacancy: Governance Specialist, Jakarta

The Indonesia Urban Water Sanitation and Hygiene (IUWASH) project is a sixty-month program (2011 – 2016) funded by the United States Agency for International Development (USAID) and implemented under the leadership of DAI. IUWASH works with government, the private sector, NGOs, community groups and other stakeholders to improve access to safe water supply and sanitation in Indonesia’s urban areas. The overall goal of IUWASH is to assist the Government of Indonesia (GOI) in making significant progress in achieving its safe water and sanitation Millennium Development Goal (MDG) targets by expanding access to these services.
To achieve the above, assistance provided by the project is divided under three main technical components, including:
  • Mobilizing demand for WatSan service delivery;
  • Improving and expanding capacity for WatSan service delivery; and
  • Strengthening policy and the financial enabling environment for  improved water supply and sanitation service delivery.
IUWASH will apply different approaches and interventions with its local partners, such as local Water utilities, local and national government institutions, NGOs and communities to address water, sanitation and hygiene. To achieve these objectives IUWASH need high caliber incumbent to fill the positions of :

Governance Specialist, based in Jakarta, code (GS-JKT)

The Governance Specialist-National will primarily be engaged in assisting Local Governance Specialists creating a positive environment within target Local Government to increase their ownership responsibility through enhanced (local) legislation and increased (local) budgets. One of main objectives is to develop and maintain excellent relationships and collaborative partnerships with relevant stakeholders under Component 3 (Provincial and Local Government, Local Parliament), as well as other donors supported programs in all regions, like ADB, AUSAID, World Bank, etc. 

Tasks:
The Governance Specialist - National responsibilities will include, but not be limited to the following:
  • Monitoring and maintaining regional’s activities under Cross Cutting - CC are on the track of USAID IUWASH Project’s achievement of the Water Supply and Sanitation related to the stated target “Strengthen Policy and Financial enabling environment for improved WATSAN delivery”, especially in strengthening policy for improved water supply and sanitation service delivery 
  • Assisting Local Governance Specialists in regional level in the work area of : 
    • Supporting agreed advocacy efforts to expand political support for improving water and sanitation services, amongst Provincial and local governments, local legislative bodies and other relevant local stakeholders.
    • Improving ability of local governments to plan, regulate, and monitor water and sanitation utility performance, including improving the financial profile of service providers and improve BAWASDA oversight responsibility towards PDAM management 
    • Improving the ability of service providers to garner political support for service improvement, including reforming necessary local policies; 
    • Supporting multi-stakeholder development plan for improvement of water and sanitation services based on minimum standards.
    • Assessing existing mechanisms of citizen involvement in local governance systems, improve where required and monitor benefits and impact on improvement of water and sanitation services.
    • Identifying ongoing and planned programs by other donor agencies and/or Government institutions; discuss and agree on collaboration efforts between these and the USAID IUWASH program
Minimum Qualifications:
  • Minimum bachelor’s (preferable master’s degree) in a relevant field such as Public Administration, Economics, Urban Planning or Environmental Engineering.
  • At least 5 years experience in related field
  • Hands on experience with urban water supply and sanitation infrastructure programs, preferably including experience in strengthening of PDAM and Government to increase access to water and sanitation.
  • Experience in facilitating participative development planning and budgeting of government departments/structure.
  • Able to work independently in limited supervision/facility in his/her designated areas
  • Strong team player with a range of people, excellent interpersonal skills, with experience in facilitation, training and organizing work
  • Computer literacy and good reporting skill, preferably in English
