Tetra Tech ARD is currently accepting expressions of interest for the Regional Governance Specialist (Palangkaraya/Katingan, Kalimantan based) on our USAID Indonesia Forestry and Climate Support Project (USAID IFACS).
USAID
IFACS seeks to reduce the threats of deforestation and climate change,
and help the Government of Indonesia (GOI) conserve the country’s
tropical forests, wildlife, and ecosystem processes (including carbon
sequestration).
JOB SUMMARY:
He/she
is responsible for the overall implementation of USAID IFACS activities
in he/she designated region, including one or more landscapes, in the
area of governance as defined in the project contract. Governance
activities will also be closely coordinated with and support other
components as well. He/she will report to the Regional Manager and
receive technical advice from the Jakarta based Institutional
Development/Governance Advisor.
MAIN RESPONSIBILITIES AND TASKS:
1. Participate
in the development of the initial regional, landscape, and district
level implementation plans in the area of governance based on the
overall project work plan and oversee their implementation. This will
involve coordinating with the Regional Team and developing and
maintaining direct consultation with a vast array of stakeholders to
establish a vision and direction for the overall landscape programs as
well as identifying specific implementation activities.
2. Contribute
to the annual planning process in their specified region and contribute
to the overall project work plan development.
3. Define
the need for, develop scopes of work, identify implementing partners
and oversee the use of project resources in governance which may include
subcontracts, grants, short-term technical assistance, training and
workshops among others.
4. Provide
technical assistance directly to regional, district and local
governments in the areas of spatial planning, budgeting, donor
coordination, project development and other areas crucial to project
development and implementation.
5. Assure
cohesive and consistent communication and dialogue with key regional
stakeholders including GOI officials, local communities, NGOs,
universities, private sector players, and other donors. This will
involve establishing a working relationship with some and information
sharing with others.
6. Assure
programmatic, gender and technical integrity of regional governance
activities through engaging Jakarta based technical advisers and
integrating activities at the field level with other regional team
members.
7. Coordinate and participate in governance-related trainings and workshops.
8. Support activities of other site-level specialists.
9. Contribute
to monitoring and evaluation activities as defined and to development
of weekly, monthly, quarterly and annual reports as requested.
DELIVERABLES:
1. Facilitate
government institutional coordination and policy making for budget
planning, zonation, multi-stakeholder participation, to clarify land and
resource rights and inclusion of climate change adaptation and
mitigation;
2. Work with the government to recognize the rights and responsibilities of local communities to manage their forests;
3. Train
government officials, NGOs, private sector and community members in
relevant aspects of spatial planning, landscape approaches, carbon
finance, and climate change mitigation and adaptation;
4. Training materials and reports for all workshops and training activities held in the region on Governance related themes; and
5. Others as defined in annual work plans.
QUALIFICATIONS (MINIMUM REQUIREMENTS):
1. University degree in relevant subject matter such as public administration, governance, rural development, and others;
2. 10
years of experience working in similar roles either for donor projects,
the private sector, or GOI, 3 years of experience working on donor
projects preferred;
3. In depth knowledge of the assigned region/landscape; should either be from the region or have at least 5 years working there;
4. In depth understanding of land use, governance, conservation and climate change issues in the assigned region;
5. Native fluency in spoken and written Indonesian;
6. Professional competency in spoken and written English;
7. Strong coordination and team playing skills;
8. Strong written and verbal communications skills;
9. Ability to engage in activities occurring in multiple field sites with multiple stakeholders across Indonesia;
10. Willingness to travel extensively in Indonesia.
