Proposal Summary: The upcoming USAID-funded local
governance project in Papua and Papua Barat, Indonesia will focus on
strengthening the capacity of local governments and improving access to and the
quality of services to citizens. It will
also support leadership development among community leaders and provide grants
for citizen participation and community development through community groups
and local NGOs. The grants program will
also support citizen participation, livelihood programs, women and youth, and
local development.
Position Summary: The Chief of Party is a multi-year, executive-level position that
will be based in Papua and require travel throughout Papua and Papua Barat. The
COP will oversee project implementation, liaise with USAID, and build trust and
encourage the participation of local officials, citizens, and civil society and
other groups and organizations. S/he will manage project activities aligned
with USAID objectives; guide and mentor staff, and assure that the project is
managed consistent with USAID regulations and MSI policies and procedures. The position will be based
in Papua.
Responsibilities:
- Provide overall leadership, management oversight, and technical direction to the project in consultation with USAID and the MSI home office technical director.
- Serve as the primary project interface with USAID, local government officials, community leaders, businesses, and citizen stakeholders in the project.
- Collaboratively develop the project’s strategic vision with the participating government officials, citizens, and civil society representatives.
- Contribute to and oversee work plans, monitoring and evaluation plans, and technical and administrative reports.
- Assure that the project achieves its intended results.
- Supervise and coordinate the work of sub-contractors, business associations, consultants and grantees: monitor work plan implementation and assure that project results are identified, reporting in a timely manner to USAID as required.
- Ensure compliance with USAID and MSI regulations and standards and client satisfaction.
- Coordinate program activities with other donor-funded projects to achieve cooperation, synergies, and maximum impact.
Qualifications:
- Advanced degree in international development, public administration, political science or another relevant field.
- At least seven years of previous experience as a Chief of Party or equivalent leadership role in a major international governance and civil society project; USAID experience preferred.
- Ability to build trust with national and local government officials, as well as community and business leaders and citizens.
- Previous experience in Indonesia and knowledge of Papua preferred.
- Strong leadership, presentation, facilitation, and writing skills.
