VACANCY: Manager of Finance and Administration
Reports to: Director of Finance and Administration
Position Summary
The Manager of Finance and Administration will provide overall financial and
administrative oversight under the supervision of the Director of Finance and
Administration. He/she will ensure all financial transactions are in accordance
with IIEF and sponsor policies and procedures and Indonesian GAAP. Areas
of program responsibility include, but are not limited to, accounting,
budgeting, financial analysis and reporting, cash-flow management, financial
deliverables tracking, payroll, asset management, procurements, , and basic
HR-related issues. The position will require intense communication with various
stakeholders, including the partner offices in the US (primarily New York and
Washington, DC).
He/She will have the following specific responsibilities:
Accounting and Finance
- Monitor finance and accounting functions in accordance with Indonesian GAAP, IIEF financial policies and procedures, donor requirements, partner requirements, and all other applicable laws, rules and guidelines - including budgeting; asset management; cash flow management; payroll; tax issues; variance and accounts analysis.
- Manage the preparation and maintenance of a variety of financial records and reports, including those related to the general ledger, accounts payable, accounts receivable, inventories, fixed assets; ensures the purchasing of materials, supplies and equipment are conducted in accordance with all applicable policies and procedures.
- Prepare Monthly/Quarterly/Midyear reports and Annual Financial Statements, as well as financial reports to donors and stakeholders.
- Ensure the adequate application of internal controls.
- Oversee staff in the performance of all month-end closing activities including general ledger closing, balance sheet reconciliations and organization’s overhead cost allocation.
- Ensure that all documents and processes for Account Receivables are fulfilled and well-recorded based on set schedules, including invoicing, AR journals, AR reconciliations, reports, etc.
- Prepare and present annual financial statements and other reports and documents for audits.
Administration
- Manage office administration, operations and logistics matters in line with organizational requirements and all other applicable laws, rules and guidelines.
- Ensure procurement and administration policies and procedures are adhered to and compatible with donor criteria and all other applicable laws, rules and guidelines.
- Maintain registration requirements at all times in accordance with applicable laws.
Human Resources
- Manage benefits and compensation packages. Monitor timekeeping to ensure timesheets are recorded in a timely manner and in compliance with IIEF and sponsor policies and procedures, and all other applicable laws, rules and guidelines.
Requirements:
- Minimum of an advanced degree in accounting or finance. A professional accounting qualification (such as CPA) preferred.
- Strong financial management skills; ideally in both the commercial and not-for-profit sectors in a mid-level management role with at least 7 years of progressive financial management experience in a medium to large organization dealing with commercial corporations and multiple donors.
- Proven expertise in practical financial accounting and grant management, including financial planning, monitoring of grant compliance, and the management and establishment of internal controls
- Solid familiarity and experience with not-for-profit fund accounting, including knowledge of rules and regulations governing the compliance/regulatory management of grants. Familiarity with US government rules and regulations and working knowledge of OMB Circulars.
- Demonstrated understanding of Generally Accepted Accounting Principles, financial reporting, general ledger accounting systems, budget variance analysis and administration is required.
- Knowledge of SUN System accounting system is a plus.
- Effective verbal and written communication, analytical, organizational and prioritization skills.
- Self-starter with initiative is required.
- Proven ability to successfully communicate project purposes, goals and objectives and initiate and maintain positive relationships with IIEF staff, program staff, partner staff and donor agencies is required.
- Must have excellent fluency in English, both oral and written.
VACANCY:
Scholarships Manager
Reports to: IIEF Executive Director

Position Summary
Reporting directly to the IIEF Executive Director, the Scholarships Manager
will oversee a portfolio of donor- and foundation-funded scholarships
initiatives. He/she will be primarily responsible for planning, developing, and
overseeing the implementation of short- and long-term scholarship programs for
both domestic and international programs as assigned. He/she will manage the
implementation of recruitment and selection procedures, credential
verification, placement, pre-departure orientation, logistics, and ongoing
program monitoring activities, among other tasks. He/she will also serve as
IIEF’s primary liaison to individual program sponsors as well as host
universities, colleges and/or training providers. He/she will also do some
program development efforts, like in proposal writing and budgeting.
The Scholarships Manager will also serve as an active member of the IIEF
management team, contributing to overall organizational development and
strengthening activities.
The position will require intense communication with various stakeholders,

He/She will have the following specific duties and responsibilities:
- Provide overall management of the foundation and donor-funded scholarships and training initiatives as assigned;
- Develop and implement effective recruitment strategies to ensure strong applicant pools for each program in accordance with sponsor requirements;
- Develop and manage all selection processes and procedures, including the identification of selection panelists as needed;
- Ensure candidates are well informed of their current application status on an ongoing basis;
- Develop orientation materials for all scholars and facilitate pre-departure orientations;
- Secure placement for selected scholars in appropriate institutions in accordance with individual program goals and serve as a key IIEF point of contact for host institutions;
- Manage ongoing monitoring of scholar performance;
- Design and facilitate re-entry workshops for international program participants;
- Ensure the timely submission of all required reports and deliverables;
- Ensure all program activities are conducted in a timely and thorough manner in accordance with individual program contracts/grants and approved work plans, as well as within approved budget parameters;
- Identify and lead IIEF efforts to attract new sponsors for scholarships programs and/or CSR initiatives with similar types, including contributing to and/or leading assigned proposal development teams.
- Other duties as assigned.

Requirements:
Education/Experience:
- At least S1 in education, international relations, non-profit or program management, business administration or related field; Master’s degree preferred.
- At least 7 years work experience, with at least 4 years of experience in supporting scholarships or similar educational programs required.
- Previous experience backstopping US government-funded, particularly USAID or Department of State, program(s) is a plus.
- Basic knowledge of office administration, budgeting and finance, human resources, and legal issues impacting international operations required.
Knowledge, Skills, and Abilities:
- Strong organizational and management skills, including the ability to effectively manage competing priorities
- Demonstrated ability to work effectively with a range of individual, including potential scholars and scholars, academics and sponsors.
- Familiarity with sponsor standards and guidelines.
- Excellent critical thinking skills and judgment.
- Demonstrated ability to independently manage a high volume work flow.
- Ability to perform detail-oriented work with a high level of accuracy.
- Excellent written and verbal skills required.
- Advanced knowledge of relevant software, including Microsoft Office programs
- Bahasa Indonesia fluency and English language proficiency.
Work Environment and Physical Demands
Essential functions are typically performed in an office setting. The
candidate must be able to travel, independently, via commercial means to
various locations throughout Indonesia. Some international travel may also be
required on a more limited basis.
