International Business & Technical Consultants Inc.(IBTCI) is
currently seeking a Team Leader for an evaluation of the United States
Department of State (DOS) Bureau of International Narcotics and Law
Enforcement Affairs (INL) Criminal Justice Programs in Indonesia. The
purpose of the evaluation is to assess the effectiveness of five of the
projects being undertaken through two INL-funded Criminal Justice
programs in Indonesia. As a result of these activities, INL aims to
achieve: 1.) a determination of the effectiveness of showing evidence
based outcome results of INL-funded criminal justice programs; 2.)
identified lessons learned and best practices that will benefit the INL
rule of law programs in Indonesia; and 3.) timely analysis for
management decisions. The period of performance will be 7 months, with
travel in Indonesia.
Required Qualifications -
The Team Leader must have:
• Master’s degree;
• At least 15 years relevant experience conducting evaluations on
criminal justice or related projects overseas;
• Law enforcement background;
• Degree related to law enforcement or a law degree;
• Experience related to maritime security, emergency management
systems, use of force;
• Professional experience in Asia, and specifically Indonesia is
desirable as is administering successful technical assistance projects
in these areas;
• Bahasa Indonesian language competency is desired;
• Fluency in English (reading, writing, and speaking);
• Excellent research, writing, analytical, and presentation skills;
• Demonstrated ability to effectively manage the legal assistance
evaluation team.
