the Children is a leading, private child-focused non-governmental
alliance of 29 member organizations that works in 120 countries
throughout
the world. Save the Children has worked in Indonesia since 1976 to
promote health and nutrition, education, child protection, livelihoods,
and emergency preparedness and response. Save the children is now
working to build education portfolio in Belu and
Malaka, NTT; particularly for early childhood education and early grade
primary education. There are 3 projects for supporting facility
improvement and access to learning materials at ECE centers, capacity
building for teachers and facilitators, and community
participation in ECE centers and schools; the projects are ANCP –
SETARA, SPECIAL 4 and BELAJAR
Monitoring & Evaluation Officer – SPECIAL 4 (code: M&EO-SPECIAL4), based in Belu
The
Monitoring & Evaluation Officer will be responsible for overall
monitoring and evaluation of all three projects: ANCP
– SETARA, SPECIAL 4 and BELAJAR. S/he will be responsible for the
M&E development and implementation of all projects activities and
ensuring that all M&E strategies and activities are implemented.
Report to : Eastern NTT Manager
JOB RESPONSIBILITIES
·
In
close coordination with three Senior Program Officers as well as
National Monitoring and Evaluation Specialist, develop research, M&E
plan and strategy according to
all project indicators that are required by the donor and SCI.
·
Together with three Senior Program Officers, develop an effective monitoring, evaluation and reporting system
(including documenting activities) to ensure the effectiveness of project monitoring and evaluation implementation
·
Ensure the collection of baseline and endline data
·
Ensure close
collaboration with stakeholders in the implementation of monitoring and
evaluation of project activities including establishing and developing
strong and effective
relationships with key district government officials and
non-governmental stakeholders.
·
Closely monitor the
implementation of the project work-plan by other staff are
appropriately implemented and meet the needs of project target documents
requirements
·
Produce regular
progress reports highlighting achievements against plans, challenges to
implementation and recommendations for the component performance
improvement and
monthly report summary
·
Ensure timely
submission of monthly, quarterly and annual activity, monitoring reports
in accordance with the ANCP M and E framework, donor requirements and
SCI requirements.
·
Managing monitoring and evaluation data of those three projects: ANCP – SETARA, SPECIAL 4 and BELAJAR
·
Ensure that there is excellent communication and cooperation within the team and between all the Save the
Children projects in Belu
·
Complete any other duties assigned by line manager
QUALIFICATION
Education and experience
·
Bachelors University Degree or equivalent in a relevant field.
·
At least 4 years work experience with non-government organizations, at least some experience in managing education projects
·
At least 3 years experience in managing education programs with international NGOs.
Skill and Knowledge
- Knowledge of project cycle management as well as skills in methods of Monitoring and Evaluation system
- Strong analytical and writing skills.
- Ability to perform and prioritize multiple tasks
- Effective verbal, presentation and listening communication skills
- Excellent interpersonal skills and demonstrated ability to lead project team work as well as to develop and maintain strong relationships project staffs and beneficiaries
- Demonstrated ability to write high quality reports and other project documents in Bahasa and English
- Computer literacy skills in particularly in excel, knowledge in other database program is a plus

Proven ability to work in a multi-cultural team
