International Business & Technical Consultants Inc. (IBTCI) is
currently seeking a Mid-level Evaluation Team Member for an evaluation
of the United States Department of State (DOS) Bureau of International
Narcotics and Law Enforcement Affairs (INL) Criminal Justice Programs in
Indonesia. The purpose of the evaluation is to assess the effectiveness
of five of the projects being undertaken through two INL-funded
Criminal Justice programs in Indonesia. As a result of these activities,
INL aims to achieve: 1.) a determination of the effectiveness of
showing evidence based outcome results of INL-funded criminal justice
programs; 2.) identified lessons learned and best practices that will
benefit the INL rule of law programs in Indonesia; and 3.) timely
analysis for management decisions. The period of performance will be 7
months, with travel to Indonesia.
Team Member (Middle Level Consultant) must have:
• At least ten years’ experience in the design, implementation and/or
assessment of criminal justice or related projects overseas;
• Law enforcement or emergency management experience;
• Master’s degree in a field relevant to criminal justice;
• Professional experience in Asia, preferably in international
development or law enforcement/ criminal justice;
• Fluency (reading, writing, speaking) in English is required;
• Demonstrated excellent writing and presentation skills;
• Competency in Bahasa Indonesian is desirable;
• Bahasa Indonesian speaking and reading skills at or equivalent to
the Foreign Service Institute (FSI) proficiency level of 2 or higher.
