The Indonesia Clean
Energy Development (ICED) Program is a four year USAID funded program implemented
by Tetra Tech, Inc. to support the government of Indonesia, private sector, and
civil society in increasing the contribution of clean energy resources to
reduce the growth of greenhouse gas emissions and providing rural communities
the access to energy. The program is expected to help Indonesia make
significant progress on a low-carbon development path through improved enabling
environments for renewable energy, energy efficiency, conservation energy and
clean transport.
The Grants Officer will support the Grants and Capacity Building Manager in
small grants program implementations, assist the grantees and work
co-operatively with the other team members to ensure the successful and
achievement of the USAID-ICED small grants program objectives. S/he will report
directly to Grants and Capacity Building Manager on day to day small grants
program implementation.
Finance:
- Reviewing the financial reports submitted by grantees
- Ensuring grantees financial report and other supporting documents are compliance with USAID-ICED procedures and properly documented by grantees
- Reviewing the grantees’ expenses for allocability, allowability, and reasonability as defined in the grants manual
- Reviewing the accuracy of all transactions reported by grantees
- Collecting, reviewing, and reporting the grantees’ cost-share contributions
- Making recommendations on further disbursement for grantees
- Assisting in preparing internal documents for cash advance and disbursement approval
- Maintaining the ICED small grant budget tracking, including monthly spending, projections and reviews, as well as monitoring of payment
- Reporting the grantees administrative and financial issues, and providing inputs on the need of capacity building provision for grantees in grants management
- Coordinating and conducting site visits to grantees to ensure their finance management is compliance with USAID rules and regulations
- Assisting Grants and Capacity Building Manager in monitoring the achievement of indicators, including program achievement and budget expenditure, conducting variance analysis, and preparing the progress updates
Administration/Procurement:
- Assisting grantees in the procurement of goods and/or services they need in order to achieve their project objectives
- Coordinating all of the procurement process, including liaising with grantees on the list of goods and/or services required, drafting the request for quotations, bidding solicitation process, preparing paper work for bid analysis, preparing purchase order and ensuring the procured good and services accepted in good conditions and quality as well as in timely manner
- Assisting in the preparation of related internal procurement documents for approval
- Ensuring that all procurement process executed by grantees is in compliance with USAID rules and regulations
- Ensuring that the grantees updating their inventory list
- Coordinate with USAID Finance Officer and Tetra Tech Finance Specialist in the USAD as needed for budgeting, financial reporting, funding and disbursement requests
- Perform other duties and responsibilities assigned by Grants and Capacity Building Manager and/or their designee.
Qualifications:
- University degree in related field such as Finance, Economics, Business Administration or Accounting (relevant experience may substitute for the degrees mentioned)
- Minimum 5 years of progressive experiences in procurement management and grant administration in development projects, preferably with USAID funded project
- Knowledge on USAID rules and regulations for US and non-US based organizations
- Must have computer skills in word processing, spreadsheet, and graphic
- Good communications skills with English proficiency
- Must have the ability to work effectively, both individually and as part of a team
- Must be flexible, willing to perform other duties as assigned
- Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues and other external working partners
- Willingness and ability to travel within Indonesia for project assignments
- Ability to start within 30 days after the closing date of this announcement
