KINERJA
Project, a local governance program funded by USAID focusing on
providing service delivery in the areas education, health and economic
services is currently looking for Gender Specialist according to the scope of work below.

General Description of Position:
The
Gender Specialist will be responsible in leading all the Gender
Responsive aspects of Kinerja Project, encompassing to oversee gender
mainstreaming component of Kinerja Main in four provinces of Indonesia
(Aceh, Kalbar, Sulsel and Jatim) and gender-responsive packages in
Kinerja Papua. S/He will provide technical guidance around gender to
Kinerja technical staff and field staff as well as Kinerja’s
Intermediary Organizations (IOs) working in improving public service
delivery (Health, Education and Business Enabling environment). Most of
her/his time will be spent overseeing Kinerja Papua gender focused
works, in the areas of improving public service
delivery at local level to address gender based violence.
Duties and Responsibilities:
- Ensure that Kinerja has Gender Integration/Mainstreaming strategy and action plan that refers to the strategy, and take the lead in assisting regional offices local civil society organizations (including CSOs, universities and business associations) to improve their knowledge, skills and abilities to implement the gender strategy and action plan
- Oversee the implementation of gender integration/mainstreaming strategy in Kinerja’s sectoral approach in main Kinerja and provide regular feedback to the technical specialists in improving the gender responsive aspects of Kinerja project
- Provide feedbacks to other technical specialists and field staff in ensuring that Kinerja interventions and packages are responsive to gender equity and Kinerja’s Gender Mainstreaming Strategy
- Assist with the development of materials, training programs and technical expertise with gender as the subject areas in demand by local governments, public service delivery unit and civil society organizations
- Work with national CSO networks and government training institutions to disseminate successful programs focusing on gender mainstreaming in good governance project to improve public service delivery
- Oversee grant preparation and implementation and IOs related to gender integration into Kinerja Project, and monitor the implementation
- Document and share good practices and good initiatives of Kinerja’s interventions
- Establish and maintain contacts and good relationships with national players, especially the main actors in State Ministry of Women Empowerment and Child Protection and National Commission on Women (Komnas Perempuan), and keep them informed on KINERJA activities in the regions
- Conduct regular reporting to KINERJA management and USAID.
This position reports to Governance Advisor
Qualifications required
- Master degree plus 5 years or Bachelor degree plus 10 years relevant experience in the areas of gender mainstreaming in public service delivery or addressing gender based violence.
- In-depth knowledge on gender and development issues, as well as good understanding on Indonesia’s public service delivery.
- High-level understanding of the complexities in civil society and public service delivery.
- Deep knowledge of training institutes and CSOs in the field of gender.
- Indonesian and English fluency required.
- Strong oral/written communication skills and ability to communicate at multiple levels in the organization.
- Strong planning, organization and problem solving skills.
- Strong presentation and facilitation skills.
- Ability to build effective relationships with all clients, peers, and stakeholders
- Ability to work hands-on, independently, and within team in difficult work environment.
- Readiness to travel to remote regions.
