Background
Indonesia’s National
Program for Community Empowerment (PNPM) forms one of the central pillars of
the government’s strategy to reduce poverty. PNPM works by providing block
grants to communities that get spent through locally developed investment
plans. These plans are developed with the help of social and technical
facilitators who help communities develop basic skills in participatory
planning, management, and oversight.
While the basic aim
of PNPM is to support locally developed, participatory plans, experience shows
that not all groups can participate equally nor do locally developed plans
always benefit everybody equally well. To help increase PNPM’s ability to engage
individual and groups who do not easily join local planning discussions, PNPM
is developing a series of allied programs whose purpose is to help marginal
groups build the confidence and capacity to engage with village planning and to
benefit from PNPM and other programs designed to reach the poor.
Several of these
specialized programs require new types of partnerships, particularly with civil
society organizations. However, the gap
in scale and culture between large government poverty programs and the types of
civil society organizations that operate in Indonesia requires negotiation to
align objectives and procedures between large government and donor assisted
programs and the skills and perspectives of civil society groups. To address
these issues in a practical way, the PNPM Support Facility provides financing
and technical support to civil society groups that partner with PNPM so that
they can increase their ability to carry out field programs without getting
tripped up by complex and unfamiliar procedures.
PNPM’s governance
board recently approved a new program, namely the Special Program for
Disability, whose purpose is to help increase the capacity of disabled people’s
organizations that can help PNPM and other poverty programs more effectively
identify and respond to the needs of poor people who are also disabled. This project will run from 2012-2014, with
option for extension.
The PNPM Support
facility (PSF) is hiring 2 (two) staffs to oversee this project. Both of these
new staff members are hearing impaired and need specialized assistance to
ensure they can be fully operational and carry out their work.
Scope of work
The STT is responsible for listening to,
understanding, and translating audiotapes from field interviews to
comprehensive verbatim written statements from Bahasa Indonesia to English and
English to Bahasa Indonesia.
The STT is also responsible for provision of
Communication Access in Real Time (CART) which involves listening to,
understanding, translating and typing live speech, such as proceedings of meetings,
seminars and presentations.
The position will be Local Hire, STT3 (Level C
equivalent).
Key Duties and responsibilities.
The key duties and responsibilities are:
* Listen to field tapes and create accurate and
comprehensive translations and transcripts in bothEnglish and Bahasa
Indonesia.
* Attend meetings, seminars, conferences and other like
situations and act as official transcriber and translator to mediate
discussion.
* Relay concepts and ideas between Bahasa Indonesia and
English.
* Transcribe and translate spoken communication to written
language for staff who are deaf.
* Edit and proofread text to accurately reflect language
used.
* Receive and submit assignments electronically.
* Use dictionaries and glossaries for reference.
* Interpret both formal and colloquial language.
Selection Criteria.
The
candidate is expected to possess the below skills:
- Written and verbal fluency in Bahasa
Indonesia
- Written and verbal fluency in English
- Ability to type approximately 150-180
words-per-minute
- Scrupulous and meticulous attention to
detail
- Able to submit work in a timely manner
- Excellent interpersonal skills and high
level of discretion in dealing with confidential information;
- High level of proficiency in office
technology including Word, Excel, and Powerpoint is an advantage;
Minimum
Education/Experience
- College or Diploma (D3) or Undergraduate
degree
- 5 to 7 (five to seven) years of
experience in administrative, especially note taking and translation.
