Save the children Internationl VACANCY : Literacy Boost Specialist - SETARA & BELAJAR, Jakarta

Save the Children is an international non-profit organization that focuses on the fulfillment of children’s right. Save the Children was first established in May 1919 in the U.K. and to date has 28 Save the Children Offices and operations in more than 120 countries worldwide. 1n 1976, Save the Children signed an MoU with the Ministry of Social Affairs of the Republic of Indonesia, followed then by the operations of Save the Children throughout Indonesia. Currently, Save the Children work in 11 provinces with a variety of program areas, such as: Education, Health and Sanitation, Livelihood, Child Protection also Disaster Risk Reduction.

The National Literacy Boost Specialist  will be responsible for ensuring the technical quality of our Literacy Boost (LB) education programs in Indonesia.  This will consist of ensuring that projects are well targeted, well implemented, and achieve results.  S/he will work with the Monitoring and Evaluation Specialist to ensure that LB programs have strong M&E systems that meet Save the Children International standards.  This will include actively participating in yearly literacy assessments.  S/he will work closely with LB teams and travel to LB project field locations.  S/he will improve the LB methodology as necessary to adapt to the local context.  S/he will also provide strategic guidance and work with the Education Advisor and Program Manager to grow the LB education portfolio.  This will consist of leading strategic and annual planning, and actively assisting in developing LB education proposals for potential donors by developing the technical content. S/he will also represent Save the Children among key stakeholders at the national and local level, and cultivate strong relationships among key government officials, donors, and multi-lateral institutions.  Finally, s/he will work with the Communications Manager to ensure that high quality communications materials represent LB education programs well and communicate results.  The position is intended to be based in Jakarta, but we would consider the person working from other locations in Indonesia.  The position will require travel to project implementation areas.

Literacy Boost Specialist – BELAJAR & SETARA (code: LBS), based in Jakarta

JOB RESPONSIBILITIES
  • Build the technical capacity of LB field staff and local counterparts to ensure that all LB education projects meet high quality standards.
  • Support the continual adaptation and refinement of LB manuals, materials, approaches, and strategies/activities.
  • Overall technical support and supervision to literacy programs in Indonesia including supporting program design, implementation, learning, and report writing.
  • Strengthen staff capacity and M&E systems to ensure that all education projects incorporate LB M&E and assessments standards by supporting the training of enumerators, the implementation of literacy assessments, and the analysis of results.
  • Frequent travel to field locations to support or lead LB project activities.  Current LB locations are Belu, NTT and North Jakarta.
  • Develop the technical content of new LB education proposals and concept papers including the programmatic budgets.
  • Review and improve the technical content for annual planning, and quarterly and annual reports.
  • Work with the Education Advisor to build and maintain strong relations among education donors and stakeholders in Indonesia, including the Ministry of Education and Bappenas at the national and local level.
  • Actively participate in global and national education networks to ensure technical knowledge.
  • Work with the Education Advisor play in the development and implementation of the overall education advocacy strategy.
  • Work with Communications staff  and Education Advisor to ensure high quality communications materials that reflect the current education program and past achievements.
  • Complete other related tasks as assigned by the Education Advisor.
  • Contribute occasionally to country office strategic initiatives related to child work.  Support emergency response if necessary.
QUALIFICATIONS

Education and Experience
  • University Degree or equivalent in education, preferably in education or social sciences/community development
  • At least 5 years work experience with non-government organizations, donors, or the GoI in the area of education.
  • At least 5 years experience with international NGOs or donors, preferably in education project design and implementation, and passionate about children’s reading and learning
Skill and Knowledge
  • High-level of expertise in education with an emphasis on early primary education quality
  • Preferably experience in early grade literacy
  • Ability to systematically build the capacity of field staff and local stakeholders
  • An established network among education stakeholders in Indonesia (or the capacity to develop one)
  • Strong representational skills
  • Capacity to contribute to LB education-related advocacy campaigns
  • Demonstrated ability to write high quality reports in Bahasa and English
  • Strong communication skills in English and Bahasa Indonesia
  • Strong team player able to work in a fast-paced, multi-cultural environment
  • Willingness to travel to remote and difficult locations
