Save the Children International VACANCY : Senior Program Officers - SETARA, 3 positions, North Jakarta & Belu

Save the Children is an international non-profit organization that focuses on the fulfillment of children’s right. Save the Children was first established in May 1919 in the U.K. and to date has 28 Save the Children Offices and operations in more than 120 countries worldwide. 1n 1976, Save the Children signed an MoU with the Ministry of Social Affairs of the Republic of Indonesia, followed then by the operations of Save the Children throughout Indonesia. Currently, Save the Children work in 11 provinces with a variety of program areas, such as: Education, Health and Sanitation, Livelihood, Child Protection also Disaster Risk Reduction.

Save the Children is committed in conducting its programs in a way that is safe for children beneficiaries and to help protect children with whom Save the Children in a relationship. As a humanitarian organization, Save the Children is obliged to create and maintain an environment to prevent any sexual exploitation and sexual abuse of children as well as to promote the implementation of child safety policies.

Save the Children currently implementing Strengthening Education through Awareness and Reading Achievement (SETARA)[1]. One of the project results is aims to improve health, hygiene, and emergency preparedness knowledge and behaviors among primary students in Cilincing, North Jakarta in Indonesia. The SETARA project will work with educators and communities to improve literacy outcomes for early year primary students in North Jakarta.  Save the Children will use its proven and innovative School Health, and Hygiene, and Disaster Risk-Reduction methodology in 40 public and private primary schools and benefit an estimated 12,000 students. Students, teachers, and communities will learn about school health, hygiene, and disaster risk-reduction.  Save the Children will implement SETARA with communities, educators, and the District Government.  It will complement ongoing Save the Children health and nutrition, and humanitarian responses projects, build evidence, and leverage Government of Indonesia contributions.

SETARA is a four-year project (1 July 2013 to 30 June 2017) funded by Australia Government’s Aid Programme.

The positions we are looking for are:

1. Senior Program Officer - Comprehensive School Health and Safety Result - SETARA (code: SPO-CSHSR-SETARA), 1 position, North Jakarta

As the project started by this August 2013, and currently we will need Senior Program Officers to work on this project. The Senior Program Officers SETARA Project will be responsible for implementation of all activities in target schools in Cilincing, North Jakarta. S/he will be responsible for programmatic implementation and monitoring of all project activities, and the development of the project work plan.  S/he will ensure that all activities included in the implementation plan are implemented and outcomes are assessed.  S/he will report to the Program Manager, Supervise one Program Officer, and be supported by a finance and administration, including logistic team in Jakarta.

JOB RESPONSIBILITIES
  • Ensure SETARA Project activities in Cilincing, North Jakarta are implemented according to the detailed implementation plan including leading the technical implementation of the project in the field
  • With input from Senior Manager and/or Advisor at Country Office level, ensure high quality technical implementation of all project interventions according to global best practices, and lessons learned from Save the Children programming in Indonesia and globally
  • Ensure close collaboration with local stakeholders including establishing and developing strong and effective relationships with key cross sector district government officials (such as MoNE, MoH, and BPBD) and non-governmental stakeholders.  This will include collaborating with the local government on school selection, coordinating teacher training, reporting, and project public events such as results dissemination.  It will also include mobilizing communities in support of this project
  • Together with Program Manager and Monitoring and Evaluation Officer, and other Senior Project Officers, he/she will provide preparation of the Baseline, Midline, and Endline Assessment of SETARA project.
  • Together with the Program Manager, Monitoring and Evaluation Officer, and other Senior Project Officers and with assistance from other staff, develop an effective monitoring, evaluation and reporting system (including documenting activities) to ensure the effectiveness of project implementation
  •  Together with Program Officer and Admin and Logistic Officer ensure the procurement and delivery of all materials needed for activity both at school and in community is timely.
  • Together with Program Officer monitoring regular activities both in school and communities
  • Provide effective management and supervision of Project Officer
  • Together with Program Manager undertake advocacy activities in policy level and other advocacy activity  to ensure the sustainability of the project
  • Provide monthly report and monthly work plan, and submit to Program Manager
QUALIFICATION

Education and Experiences:
  • Bachelors University Degree or equivalent in a relevant field
  •  At least 4 years work experience with non-government organizations, at least some experience in managing education projects
  • At least 3 years experience around health in school programs with international NGOs.
  • Previous exposure to school health program, disaster risk and managing AusAID funded projects is added value
  • Having experience working in urban-slum area is preferable
Skill & Knowledge :
  • Knowledge and skills in methods to promote improvements in early grade primary education
  • Proven skills to develop an implementation plan and then efficiently implement activities
  • Demonstrated ability to write high quality reports and other project documents in Indonesian and English
  • Proven ability to manage financial resources according to donor and organization regulations and reporting requirements
  • Proven ability to work in a multi-cultural team
2. Senior Program Officer – Literacy Boost - SETARA (code: SPO-LB-SETARA), 1 position, North Jakarta

JOB RESPONSIBILITIES
  • Ensure SETARA Project activities in Cilincing, North Jakarta are implemented according to the detailed implementation plan including leading the technical implementation of the project in the field.
  • With input from outside technical experts, ensure high quality technical implementation of all project interventions according to global best practices, and lessons learned from SC programming in Indonesia and globally.
  • Ensure close collaboration with local stakeholders including establishing and developing strong and effective relationships with key district government officials and non-governmental stakeholders.  This will include collaborating with the local government on school selection, coordinating teacher training, reporting, and project public events such as results dissemination.  It will also include mobilizing communities in support of this project.
  • Together with Program Manager and Monitoring and Evaluation Officer, he/she will provide preparation of the Baseline, Midline, and Endline Assessment of SETARA project.
  • Together with the Program Manager, Monitoring and Evaluation Officer and with assistance from other staff, develop an effective monitoring, evaluation and reporting system (including documenting activities) to ensure the effectiveness of project implementation.

  • Together with Program Officer and Program Assistant monitoring regular activities both in school and communities (reading camp, reading awareness session)
  • Provide effective management and supervision of one staff member.
  • Together with Program Manager undertake advocacy activities in policy level and other advocacy activity  to ensure the sustainability of the project
  • Provide monthly report and monthly work plan, and submit to Program Manager
QUALIFICATION

Education and Experience

As the project started by this August 2013, and currently we will need Senior Program Officer to work on this project. The Senior Program Officer SETARA Project will be responsible for implementation of all activities in target ECCE center in Belu, NTT. S/he will be responsible for programmatic implementation and monitoring of all project activities, and the development of the project workplan.  S/he will ensure that all activities included in the implementation plan are implemented and outcomes are assessed.  S/he will report to the Program Manager, Supervise one Program Officer, and be supported by a finance and administration, including logistic team in Belu, NTT
