Organizational Context :
Partnership for Governance Reform (Kemitraan) has signed MOU with PNPM Support Facility (PSF) to implement some programs on poverty alleviation. This program is synergized with and complimentary to the regular PNPM Mandiri and other government poverty reduction programs. The overall goal of the program is to support civil society organizations (CSOs) to implement a poverty reduction program through the empowerment of marginalized groups, who otherwise would not be reached by regular PNPM and other government poverty alleviation programs.
Summary of key functions :
The successful consulting will take the responsibility of the baseline assessment, information analysis and reporting. The base line survey will focus on collecting the data related to the key performance indicators which are set out in the results framework. The survey is expected to:
- Conduct policy and stakeholder mapping at national & local level to support program for beneficiaries
- Provide technical assistant for CSO partner on MIS and baseline survey
- Responsible to compare, compile and analyze the program achievements based on LFA, report, MIS data and baseline data
- Organize data and indicators regularly related to program achievements
- Provide features of beneficiaries & site on demographic, socio-economic, resources
- Conduct post-program survey for measuring project effectiveness and project impact after the completion of the project
- Conduct pre-program survey to provide baseline data and information (general & specific, quantitative & qualitative) on project indicators such as beneficiaries economic activity, access to public service, advocacy for rights and justice, strengths and constraints etc Recruitment Qualifications :
Education: Graduate degree in statistic, social development or social science, or related field. A Secondary Education is preferable.

- Team player, able to work respectfully and cooperatively with colleagues of different cultural background.
- Having excellent skill in report writing and the use of ICT;
- Well analytical and presentation skills;
- Fluency in English with excellent verbal and drafting skills;
- Clear commitment to governance reform especially in the area of poverty reduction;
- In depth understanding on poverty reduction program, marginalized issues and social inclusion in Indonesia
- Has advanced experience conducting baseline survey, data analysis, reporting, management & information system, policy & stakeholder mapping and training;
