Tetra Tech ARD is currently accepting expressions of interest for the Spatial Planning Advisor, Jakarta based on our USAID Indonesia Forestry and Climate Support Project (USAID IFACS).
USAID IFACS seeks to reduce the threats of deforestation and climate change, and help the Government of Indonesia (GOI) conserve the country's tropical forests, wildlife, and ecosystem processes (including carbon sequestration).
JOB SUMMARY:
The USAID IFACS project will work with district governments in target landscapes to improve their capacity to do spatial planning as a means to reduce GHG emissions and negative impacts on biodiversity. The primary tool for accomplishing increased capacity is Strategic Environmental Assessment (SEA). SEA is being implemented through subcontractor. The Spatial Planning Advisor will manage SEA subcontractor and provide technical support to spatial planners in project field offices to insure that support to districts is consistent and of high quality. S/he report to the Institutional Development/Governance Advisor.
MAIN RESPONSIBILITIES AND TASKS:
1. Coordinate with government agencies at the national and provincial levels to insure that assistance provided by the project conforms with GOI law and is integrated into legally-mandated spatial planning processes and strategic environment assessment processes.
2. Insure multi-stakeholder participation in the spatial planning and SEA process.
3. Work with project GIS Specialist, USAID, and partner organizations to acquire spatial data and develop and maintain project GIS.
4. Develop or adapt GIS training modules for use at the district level.
5. Assist other team members in planning for Low Emissions Development Strategies (LEDS) for target districts.
QUALIFICATIONS (MINIMUM REQUIREMENTS):
University degree in natural resource management, forestry, or geography with graduate degree preferred.
At least 7 years' experience working on forest, natural resources, or development spatial planning.
Demonstrated management experience spatial planning work in government, NGOs or donor projects.
Demonstrated ability to use spatial analysis software and apply it to spatial planning.
Ability to supervise and remain engaged in activities occurring in multiple field sites across Indonesia.
Understanding of Indonesian spatial planning laws and procedures.
Native fluency in spoken and written Indonesian.
Professional competency in spoken and written English.
Strong coordination and team playing skills.
Willingness to travel extensively in Indonesia.
