RFQ 13.353 BGA ANALYSIS FORENSIC TRAINING
MSI/SIAP-1: Strengthening Integrity and Accountability Program I (SIAP-I) is a five-year program funded by the United States Agency for International Development (USAID) and implemented by Management Systems International (MSI).
Purpose:
This solicitation is being issued in order to identify qualified, capable, and experienced training providers in Ball Grid Array (BGA) chip removal and analysis forensic training with specific emphasis on Blackberry devices. The training program should provide the training participants with skills to properly remove BGA memory chips from mobile devices, prepare a memory card for reading, and how to use chip-reading equipment to acquire the data.
Training Requirements:
The Offeror is expected to provide training on various aspects of performing forensics on BGA memory chips used in mobile devices with a focus on Blackberry smartphones. The training should include at least the following:
* How to properly remove a BGA chip from a device
* How to handle and prepare a BGA chip to be read
* How to read a BGA chip to acquire the data
* Tools and techniques to decode data
* How to process a locked unencrypted Blackberry and then utilizing forensic software to recover the logical and physical data dump
The required training is expected to be held in Jakarta, within 2-6 weeks of award. The training should be over the course of four (4) or five (5) days with no less than 32 hours of instruction which includes no less than 12 hours of hands on instruction.

INELIGIBLE ENTITIES
The following are not eligible for grant support: government entities and government officer; political parties or organizations; organizations that advocate, promote or espouse anti-democratic policies or illegal activities; faith-based organizations whose objectives are for discriminatory and religious purposes, and whose main objective of the grant is of a religious nature.
