INTRODUCTION

Cardno Emerging Markets is seeking energetic and enthusiastic candidates to be included into the bids we are submitting to Australian Aid for one of the projects in Timor Leste.

The Finance Manager is responsible for ensuring accountability, transparency, and integrity in financial management so as to ensure compliance with standard operating procedures, government regulations, and AusAID requirements.

KEY RESPONSIBILITY
  • Lead strategic financial management activities including annual budget development, financial planning and cash-flow, and periodic reporting to AusAID.
  • Maintain financial oversight of the Program’s day-to-day activities. This will involve: accounts payable; review and verification of invoices for correct authorisation; and ensuring data entry into accounting system (such as MYOB).
  • Prepare regular budgets and accounting reports, and other documentation as required.
  • Provide expert guidance in the costing of proposed activities / task sheets.
  • Undertake internal audits and assist with external audits, as required.
  • Develop effective and professional working relationships with key Cardno staff in Jakarta and Melbourne offices to ensure financial management approaches comply with AusAID and company requirements.
  • Develop and maintain effective working relationships with GoTL, AusAID and other stakeholders as required.
SELECTION CRITERIA

Essential:
  • Tertiary qualifications in financial management, accounting or equivalent discipline related to the roles and functions of the position.
  • Experience with financial management of large, complex international development projects.
  • Demonstrated high-level experience in the development and implementation of financial management systems including the ability to operate accounting software.
  • Proven skills and experience in management and a proven ability to deliver results in a challenging, low capacity environment.
  • Demonstrated high-level teamwork abilities and an aptitude for managing teams in a cross-cultural environment.
  • Solid verbal and written communication skills in English.
Desirable:
  • Knowledge of local taxation laws.
  • Language skills in Tetum and/or Indonesian.
  • Prior experience with AusAID projects.
  • Previous experience working in South-East Asia.
