The International Health and Development Division (IHD) of ICF pursues excellence in planning and measuring sustainability in food and nutrition security initiatives and has a particular focus on collaborative learning and adaptation. IHD is committed to learning from praxis through evaluation to inform ongoing debates on food and nutrition security issues at the community and household levels for vulnerable groups in developing countries.
We are seeking a Chief of Party for several anticipated 5-year USAID-funded programs in South Asia and Southeast Asia. These programs will provide technical assistance to local entities throughout the Southeast Asia region in the areas of evaluation, research and monitoring systems. Programs fall under the USAID Forward Policy. Thus their goal is to build a strong network of local regional entities and then enhance their capacity in the described technical areas. One of the projects is health focused and the other is multi-sectoral.
The Chief of Party will provide overall management, program implementation, and general technical direction of the entire program. S/he will serve as a representative of the program, liaising with the donor, the governments of the countries and other partners.

Basic Qualifications:
- Master’s degree, PhD preferred, in International Development or related field.
- 10 years’ experience managing large, multi-year USAID-funded development programs focusing on monitoring and evaluation, multi-sectoral collaboration, knowledge management, or local capacity building.
- Demonstrated knowledge of and experience with one or more of the following: impact evaluations, health system strengthening, community development, public health, sustainable development, collaboration, learning and adaptation, agricultural production, or microfinance.
- In-depth knowledge of USAID programmatic, compliance and reporting requirements.
- Proven ability to relate to the particular needs of vulnerable populations in building up their capacities and facilitating their access to resources.
- Innovative program development and management skills.
- Superior written and verbal communication skills in English, and facilities of local languages preferred.
- Excellent administrative, financial and organizational management skills.
Preferred Experience:
Previous experience working in South Asia and Southeast Asia strongly preferred
Professional Skills:
- Strong analytical, problem-solving and decision making capabilities
- Team player with the ability to work in a fast-paced environment
- Ability to work with all levels of national and international staff, as well as clients
- Advanced Word, Excel and PowerPoint experience
