We need a Consultant for Planning, Monitoring, Evaluation, Accountability and Learning (PMEAL)  Network Workshop

OXFAM in Indonesia country programmes is currently managing more than 30 projects in West Sumatra, Eastern Indonesia and Papua with high level donors such as CIDA, AUSAid, Echo, New Zealand Government, DfID (through OXFAM GB) on-board. We desire to be highly accountable both to our donors and beneficiaries. PMEAL function can play a crucial role in showing our social accountability and most importantly, making changes in the lives of people.

However, there are factors that contributing to the success and (possibility) of the failure of our entire operation. As an archipelago country, distance barrier is a number one issue many organizations have to deal with when it comes to support a strong monitoring and evaluation system to work well.

On the other hand, linear thinking still has a stronghold on the way our way of viewing any development intervention we are doing. In practice- we may be able to deliver the changes we have been intended to make, however there are more to capture. There are facts and both positive and negative unintended changes beyond lines and boxes of the traditional logframe we are using that are left uncaptured. We need to learn and to be more adaptive toward emerging social phenomenon in thesociety.

Therefore, we need consultant to deliver objectives as below:

Objectives
1.   To increase awareness of the important factors of PMEAL function as one effective management tool.

2.   To build Country MEL Network capacity in practical hypothesis testing and tailor-made monitoring and evaluation methods, approaches and tools that is relevant to Indonesia context.

3.   To introduce OXFAM PMEAL standards and minimum requirements on (planning. designing projects, improving monitoring framework and improving report quality, putting social accountability into practices, and maintaining information system OPAL

Expected Outcomes
1.    Established Country PMEAL network and its coordination work to function in improving country programmes and projects quality.

2.  Increased capacity of participants in their PMEAL capacity at least to the minimum proficiency  required of each role.

3.  Improved projects and programs quality and capacity of PMEAL products, e.g. reporting, learning, adaptive capacity, sense making process

Timeline and Venue:
3-6 June 2013 in Bali, Indonesia

Delivery Method:
Halfday “Talk Show” and 3 days Workshop (Power point presentation, round table discussion, mini project, role playing, demo)

TheConsultant Qualification:
  • M&E Expert, particularly in the area of dynamics Social Change projects, Evaluating and monitoring Social Change phenomenon in developing countries in Asia region. 
  • Extensive experiences in Monitoring and Evaluation of international non government  organizations with large scale programs and projects
  • Extensive international Monitoring and Evaluation experiences
  • Excellent qualitative and quantitative research methods skill
  • Advanced practical experience in the usage of unlimited methods of data collection tools and advanced technology for data collection and remote monitoring
  • Significant experiences in facilitating institutional learning and improving monitoring framework
  • Extensive experiences in leading evaluation of large scale projects
  • Excellent presentation and negotiation skills
  • Able to demonstrate sound judgment on current development and social change  approaches
  • Consultant holding PhD degree is desirable
