Monitoring and Evaluation Expert (OSRO/INS/103/USA)

Under the overall supervision and responsibility of the FAO Representative, the functional supervision of the Assistant FAO Representative Programme, the operational supervision of the Operations Manager, in close collaboration with the National Project Manager and the International Expert on Conservation Agriculture, and in collaboration and coordination with the Government of Indonesia and other FAO team members, the Monitoring and Evaluation Expert will be provide guidance on the establishment of an appropriate M&E framework for the project.  The provision of inputs from the M&E expert will be done for a total of 4 months during the 12 months implementation period. The first input of 2 months will serve for the provision of technical expertise during the inception period.

In particular, the incumbent shall:
  • Prepare a Results-Based Monitoring and Evaluation framework, complete with budget and data collection and analysis plan;
  • Identify appropriate performance indicators at output and outcome level;
  • Make sure that relevant baseline data are collected during the baseline survey;
  • Assist in the definition of targets at output and outcome level;
  • Provide consolidated M&E information to the project management team to feed in the project progress reports;
  • Provide training to the national M&E Officers for proper data collection at field level;
  • Collaborate with project counterpart in order to identify appropriate M&E mechanisms for the adoption of CA practices at field level and improvements of agro-ecological parameters at field level;
  • Report M&E findings monthly to the project management team;
  • Alert the project management team to any significant issues or problems identified by the M&E system requiring urgent remedial action;
  • On request of project management team, set up and manage ad hoc surveys and
  • Perform other related duties as required.
Qualifications Minimum Requirements
  • Advanced University in relevant field
  • Seven years of relevant experience in Monitoring and Evaluation 
  • Demonstrated knowledge on PCM and LFA
  • Knowledge on climate change adaptation and mitigation preferable
  • Knowledge of English (one other official UN language would be an asset)
Selection Criteria
  • Extent of knowledge in PCM, LFA and M&E
  • Experience in preparing and organizing baseline surveys
  • Capacity to train project staff on M&E
  • Extent and relevance of experience in the formulation of logical frameworks, M&E Frameworks and designing M&E action plans
  • Demonstrated ability to communicate clearly and concisely both orally and in writing 
  • Demonstrated ability to work effectively in a multidisciplinary team and in a multicultural environment 
  • Excellent communication, writing and presentation skills in English 
  • Planning, organizational ability and knowledge in preparing meetings and workshops including training workshops

  • Project logical framework revised and completed
  • Baseline survey plan contains relevant M&E data
  • Awareness of project team raised on M&E

  • Two weeks after completion of baseline survey

Duty station: NTT and NTB Provinces (with in country and external travel travel as required)
