RECOFTC – The Center for People and Forests is a not-for-profit
international organization with its headquarters in Bangkok, Thailand.
It specializes in capacity building for community forestry i.e.
supporting local people to gain rights over forest resources and manage
them. RECOFTC engages in strategic networks and effective partnerships
with governments, nongovernment organizations, civil society, the
private sector, local people, and research and educational institutes
throughout the Asia-Pacific region and beyond. With 25 years of
international experience and a rights-based approach to capacity
building – involving research and analysis, demonstration sites, and
training products – RECOFTC delivers innovative solutions for people and
forests.
In recent years, the organization has opened country offices in Vietnam, Cambodia, and Indonesia, with its headquarters in Thailand. The Center's work focuses on the four thematic areas of people, forests and climate change; conflict management over natural resources; livelihood and access to markets for forest dependent communities; and building capacities for community forestry at all levels.
INTRODUCTION
In line with the planned IT Communications reforms to be instituted at RECOFTC-The Center for People and Forests, and in pursuit of improved outreach with all stakeholders, the Corporate Services Unit, in close collaboration with the Communications, Marketing and Fundraising unit and the Program Coordination, Monitoring and Evaluation Unit, has embarked on the development of an enterprise resource planning system that would integrate internal and external management information across RECOFTC – encapsulating finance, accounting, HR, country programs, project implementation, management reporting, fund raising, website, emails, etc. in order to facilitate the flow of information between all functions within the organization and at the same time manage the connections to outside stakeholders.
The first step towards the realization of this undertaking is an efficient and effective Information Management Intranet. The main objective is to provide timely, consistent, reliable and accurate data to serve the information and communication needs of the organization and its stakeholders.
The intranet shall handle the centralized collection, organization, storage and distribution of an integrated RECOFTC database and would facilitate the exchange of data and information among the different units of the organization including its country offices in Cambodia, Indonesia, Laos, Myanmar, Thailand and Vietnam. The intranet will be RECOFTC's main strategy to interlink Regional units with its country programs and field offices.
The Intranet shall serve as a platform to institutionalize the organization's knowledge base and create a common data source for planning and managing activities. It is envisioned as a database solution for building an integrated planning system. The integrated planning framework would incorporate several sub-systems of RECOFTC (including the country offices) i.e. , Human Resources, Project Administration Tool, Fund Management to name a few. The recommended approach is to build a modular system for more flexibility in handling user and organizational technological demands in the future.
This would not only facilitate data exchange, but would also make the reports generated from each independent module or system consistent with others, since there would only be one source of information.
POSITION SUMMARY
The I.T. Specialist will work with users, IT Officer and all unit focal persons including Kasetsart University's (KU) IT department as necessary, to define system/user requirements for the Intranet described above. He/she shall be responsible in helping design user interface; check coding/programming, implementing, testing, debugging and deploying the system. He/she shall conduct a comprehensive training on installation, features, usage, database back-up and maintenance. Together with the I.T. Officer, he/she shall prepare all relevant documentation such as but not limited to, user's manual, systems implementation / installation manual, back-up and recovery manual, etc.

RESPONSIBILITIES

- Lead the planning and implementation of the ERP system
- Provide technical advice and support to develop RECOFTC's knowledge management platforms, including the website, intranet, databases, and learning networks;
- Monitor computer equipment and Local Area Networks, promoting their effective use, ensuring that at all times system security is maintained and protected from digital and physical attacks.
- Oversee the maintenance of the RECOFTC's application and file servers, securing version control of uploads and ensure a systematic back-up regime for RECOFTC data; including connectivity to country programs;
- Lead in database/information systems design, planning, development and documentation in close coordination with all units including the country programs
- Coordinate with developers/contractors to ensure that all I.T. related projects: meet the needs of the organization and country programs; are clearly understood by the contractors by leading the preparation of functional design specifications; strictly follow application development schedules; and produce required industry output standards e.g. user interface and database source codes;
- Lead in systems testing before deployment and prepare testing reports as guide for debugging and implementing application fixes;
- Lead in the preparation/revision of system administration and user's training manuals;
- Lead in the conduct of user's training in close coordination with other units and country offices;
- Develop policies, procedures and guidelines relevant to system usage, system administration, and general maintenance
- Document all issues, processes and procedures
- Ensure compliance of the organization with K.U.'s I.T. development plan, regulations and requirements and serve as main liaison
- Provide information services to the Executive Committee including other units or individuals
- Provision of review and recommendation as necessary, in all I.T.-related procurement and contracts to be entered into by RECOFTC
QUALIFICATION AND EXPERIENCE
Essential:
Bachelor's or Master's Degree in Computer Science related discipline
Should have extensive working knowledge of enterprise resource planning (ERP) systems
Should have extensive experience in full cycle projects using the current applications in web and database development
Should have extensive experience as a Team Member/Leader in all aspects of Systems Development Life Cycle especially in system analysis, design, coding, debugging and software testing
Must be proficient with client/server architecture concepts and implementation
Strong knowledge of web development and SQL RDBMS
Strong working knowledge of local area networking, intranet, etc.
At least 5 year(s) of working experience in related field is required
Experience in data conversion between various formats is a definite advantage
Good knowledge of other Microsoft technologies would be an advantage, with three or more years of working experience with technologies like ASP/ASP.NET, AJAX, HTML 5, Java, ADO/ADO.NET, etc.
Experience in web designing, developing web-based applications is an advantage
Experience of working in an ERP environment
Desirable:
Experience of working with non-profit or knowledge-based international organizations a plus
Experience of implementing an ERP system
Previous experience of working in Thailand/South East Asia
General:
