Background
The Government of Indonesia’s (GOI) National Program for Community Empowerment (PNPM Mandiri) has, since inception, been envisaged as a broad-based effort to reduce poverty.
The PNPM Support Facility (PSF), a World Bank managed Multi Donor Trust Fund was established in December 2007 to complement PNPM Mandiri through the provision of support to PNPM through four Windows (funds channeling mechanisms). These four Windows allow development partners to align activities behind PNPM Mandiri and the GOI’s broader poverty reduction program. Window 3 supports civil society organizations (CSOs) in poverty reduction and in improving local governance.
Under Window 3, PNPM Peduli has three project components – grants, sub-grants and capacity support. Grants are awarded by the PSF Trust Fund to around 3-4 Indonesian CSOs ( ‘Executing Organizations’ or EOs) that are either national grant-making organizations -NGOs working through a third-party -or nation-wide membership-based organizations working through their sub-national branches. The EOs sub-grant to local CSOs or allocate funds to their sub-national branches implementing poverty reduction activities targeting marginalized groups. Thematic areas include: livelihood support, access to governance, access to justice, education, health, water and sanitation. An important objective of PNPM Peduli is to strengthen the capacities of Indonesian national and local-level CSOs. Capacity-building support will be provided to EOs managed by a team of technical consultants, and to local CSOs and branches provided by the EOs. Capacity support is based on the specific needs of each organization.
The PNPM Support Facility has identified a need to hire a fulltime consultant for a period of 6.5 months to replace the current PNPM Peduli Coordinator while on temporary leave.
This consultant will be responsible for coordinating the day- to-day operations of PNPM Peduli. Specifically, the PNPM Peduli Coordinator will fulfill the following duties:

- Maintaining effective relationships with Indonesian CSOs who are working on issues of social inclusion to ensure ongoing, full, and widespread ownership of the program.
- Maintaining effective relationships with Government of Indonesia and ensure their involvement in strategic decision making about the program, they are well briefed on implementation progress and are consulted on emerging issues that require attention.
- Manage a team of technical consultants tasked with managing core components of project implementation and providing ongoing implementation support to the Program, including identification of any issues that emerge and addressing these appropriately.
- Manage technical experts in the delivery of quality capacity building to strengthen Indonesian non-government institutions. The focus of investments will be in organizational management capacity and development practice with a focuson sustainability.
- Manage the production of quality knowledge products on exclusion and the structural, institutional and policy barriers that inhibit inclusion. Develop strategies to use this knowledge to prompt dialogue and influence at the local or national levels.
- Manage administration of grant agreements with Executing Organizations including the disbursement of funds, grant agreement amendments and extensions as required, oversight on expenditure and activity reporting, and oversight to the provision of capacity support.
- Ensure ongoing review and modification of structures and systems that enable engagement of CSOs in the program (particular fiduciary and procurement systems).
- Together with the technical consultant team, ensure sharing of good practices and learning in addressing social inclusion within the program and with Indonesian poverty reduction programs, such as PNPM Mandiri.
- Foster effective collaboration between various program stakeholders, particularly between GOI and CSOs, as well as Development Partners, PSF, to increase the impact of the program.
- Ensure all stakeholders are fully informed at all times about the status, achievements, and challenges related to PNPM Peduli. Enlist support from various stakeholders to address challenges as needed.
- Oversee any support staff who are contracted to support implementation of the program.
- Ensure that all reporting requirements related to the program are addressed.

Selection Criteria:
The PNPM Peduli Coordinator will meet the following qualifications:
- Minimum Education: Master's degree and a minimum of 5 years' relevant experience in relevant experience in one or more professional disciplines.
- Experience working on programs addressing issues of exclusion and promoting social inclusion.
- Experience in grants management; preferably within a grants program of a similar nature.
- Experience implementing / managing development programs and working with Civil Society groups, in Indonesia is critical.
- A sound understanding of World Bank procurement procedures and familiarity with PNPM Mandiri and other GOI poverty reduction initiatives is an advantage.
- Strong interpersonal skills.
- Ability to work independently under minimal supervision.
- Strong written and verbal communication skills.
- Ability to communicate in Indonesian and English.
