*Background*
The USAID funded program called e-MITRA seeks an Operations and Finance Manager. The e-MITRA program, implemented by NetHope, a cooperative collaboration among the world’s largest international development agencies, NGOs, and technology companies.e-MITRAaims to support the development of a robust mobile financial services ecosystem in Indonesia. The program is addressing market barriers to mobile financial services in three
overarching activities: (1) *Advocacy:* e-MITRA is engaged in regulatory and commercial advocacy to support the private sector and regulatory reform. (2); *Research:* e-MITRA is conducting research and providing technical advice on critical issues for mobile financial services rollouts and uptake including development of agent networks to contribute to sector
development and fill the data void, and (3); *Demonstration Pilots*: e-MITRA is supporting demonstration pilots to promote the roll out of mobile financial services and the testing of diverse business models and partners that can also serve as a regulatory enabler. The pilots will be focused on two main areas, (i) supporting the use of diverse models for mobile money
delivery and (ii) digitization of payment streams.
*Position Description*
The e-MITRA program seeks an independent self-starter to be the Operations and Finance Manager to manage the day-to-day operations of the e-MITRA program, including finance, administration, compliance management, human resources and to have the lead responsibility for developing communications materials for the program. The position responsibilities include safeguarding the program's assets (financial and physical) against fraud, loss or misuse.
He or she will ensure that any program money expended will be tracked and accounted for under generally accepted accounting principles and in compliance with USAID regulations. The Operations and Finance Manager is expected to contribute to providing overall operational coordination of the e-MITRA program and foster a productive work environment for all staff. The Operations and Finance Manager should have a strong working knowledge of local business operations. The Operations and Finance Manager will
functionally report to the e-MITRA Chief of Party, and will act as a central line of communication between the Indonesia office and headquarters in the Washington D.C. area.

*Required qualifications *
- Minimum 4 years of experience working in administrative roles in USAID funded programs of a similar size and scope
- Knowledge of USAID procurement, financial and accounting procedures
- Knowledge of payroll practices in line with Indonesian Manpower Laws
- Strong experience in developing and managing USAID program budgets
- Strong familiarity with accounting processes and procedures
- Experience in dealing with other donor organizations
- Strong writing and communications skills including development of newsletters, reports and other publicly distributed communications pieces
- Working local knowledge of labor laws, tax reporting requirements, and other administrative subject matter
- Knowledge of reporting requirements on USAID programs
- Full competency with Microsoft Office Suites (Excel, Word, PowerPoint, Outlook)
- Self starter that is able to work without a lot of supervision
- Fluency in English is required
- Fluency in Bahasa Indonesia is required
